It was reported that District Attorney General Stowe had blamed TBI and other law enforcement agencies of misconduct. Upon removing himself from the case, Stowe requested a special prosecutor to take over the case. Jennifer Nichols Special Prosecutor takes over. The Boston Bombing occurred during the Boston Marathon in Massachusetts on April 15th, 2013 near the finish line of the marathon. There were two bombs that went off at the end of the race course. The explosion from the combined force of the pressure cooker bombs killed 3 civilians and injured at least 240 more. There was an immediate response from available agencies in the area which will be explained and analyzed later. First however, the planning for an event such as this bombing took place almost four months beforehand in January. A multi-disciplinary committee meets before the Marathon every year and it includes agents from state and local police, fire, EMS, public health, Massachusetts National Guard (MNG), and Massachusetts Emergency Management Agency (MEMA) (MEMA, 2014). The committee’s sole purpose is to “review, update, and modify each jurisdiction’s Marathon Day operational plan” (MEMA, 35, 2014). They conduct exercises to ensure that their plan is operational and that all the agencies know their role in response. In theory, this review and exercise would prepare all the responding agencies for the event of any emergency.
People feel that detectives or simply IA, internal affairs investigators typically work outside of the traditional command form. Instead, IA investigators work within a division or office that reports directly to the chief, agency director or possibly even an single commission. The Amendments found in the United States Constitution contain several provisions to protect citizens from various infringements from the government. These provisions have greatly influenced what law enforcement is today. Due to the power of a law enforcement official, the public expects officers to be held to a higher ethical standard. Part of that expectation entails that officers will follow in the law and lead by example. Unfortunately, no one is perfect and departments will always have those law enforcement officers who stray from what is right and act questionably on and off duty. To ensure that officers are being held accountable for their actions, departments will employ their own Internal Investigation division to help identify, discipline, and/or remove employees found guilty of misconduct. The VPs should clearly have known the status quo with Hunneuus and Eldredge and select the members and leader accordingly. Furthermore, such a taskforce offers a platform for visibility to top management, and personal agenda may interfere with the group’ effectiveness and success. The VPs should have been aware of both issues before appointing Baker and / or made him aware of the rivalry with Hunneuus.
