On 010/05/2016, I, Chad Agnew, was working as a patrol officer for the Wichita State University Police Department, in Wichita, Sedgwick County, Kansas. At approximately1415 hours, officers were dispatched to the Rhatigan Student Center for a suspicious character. Dispatch notified all officers that they were still gathering more information at the time but the suspicious character was a black male with crutches. They also said the subject was yelling someone had a gun.

Mr. Solomon was then taken into police custody. When the victim came home, Detective Gibbs went into the home and found a black backpack at the top of the stairs. The victims stated that the backpack was not theirs. Detective Gibbs opened the backpack and the victim’s stolen laptop was inside and Daniel Solomon’s homework was also inside. Mr. Solomon and Mr. Powell were brought to 311 County Street and they both confessed to breaking the window and going inside of the home. They both blamed each other for taking items.”
Keith Foster a former deputy police chief was sentenced to four years in prison for being a corrupt police officer that was profiting off of selling drugs. I do believe that since he is an officer of all that they gave him some sort of leeway. For example, Foster had three days to show up at the Denver prison by himself. If I were to get arrested I would have to be processed with the rest of the felons and be transported on a bus with other inmates. The fact that he was able to take himself shows that he already has special treatment, just because the title he used to have. I think that the reason why he was able to go on his own to prison is because he is a former police officer and he mostly has a higher risk of getting hurt while in prison.

At approximately 1116 hours I was dispatched to Corbin room 156A to take a report of a lost or stolen wallet. I was riding at this time as a two man unit with Officer Faison #116. We arrived at Corbin at 1117 hours and made contact with the reporting party.

In order to get information from him, they play mind games, they feed into his imagination and make him think that his brother wasn’t at home. Next, they proceed to making the possibility of torture a reality. When they find that it doesn't work, they introduce another interrogation technique. They decide to “question” his brother. At first, Katurian is worried that his brother is going to get beat up which signifies that it is working but the detective eludes Katurian’s demands. The detective later distracts him by saying that he’s not an animal then goes back into questioning Katurian. He's asked him about his stories and if they had themes to them in an attempt to trap him into admitting that he provoked the murders.

I went to Holyoke street to check the area where the chase started at to see if any evidence was thrown out. I noticed there was a orange traffic cone on the east side of Holyoke. I stopped and checked the cone and noticed there was some vomit in this area also. I informed dispatch of what I found and also I would be speaking with three males who spoke with the male before the chase. I made contact with the males at approximently 0246 hours. The males asked if it was okay for them to go back into the Sigma Alpha Epsilon (SAE) house. I informed the males I needed to get some basic information from them before I let them go. One of the males identified himself as Omar Antonio Rodriguez by WSU ID X243W595. Omar was a Hispanic male, born on May 4th of 1999, who lives at 7207 W 77th St. N in Valley Center KS, 67147, he can be reached at 316-592-3721. Omar is going to be living in the SAE house soon. I asked Omar what he saw take place with the vehicle. Omar stated they saw the male in the vehicle vomiting onto the ground. They went up to the male and asked him if he was okay.
