Per Reporter: Bobby has custody of the children; however, Heather kidnapped the children November 2, 2017. Heather has three warrants for kidnapping against her. Heather and the children are living with Sherry (maternal aunt) and as of a couple of days prior to intake in a camper. The location of the camper is unknown. Heather use drugs (crack, ice meth, weed, pills or whatever is available) around the children. Heather drinks “ice”, a liquid to coat her system to pass a drug screening. Years ago Heather purchased $1000 of crack to miscarry due to not being aware of the father; Heather was four months during that time. The drugs are accessible to the children. The drugs are being manufactured & sold in the trailer across from Sherry’s home

Reporter states that the local field office is already aware of this. Although mother was arrested for possession of meth, minor was not with mother at the time of the arrest. Mother denies that she has used any substances around minor or taken her anywhere to purchase substances. Minor reported looking under the bathroom door and observing mom sniffing white powder. Minor reported mother had overdosed in the bathroom, but when law enforcement was called, there was no evidence of drug use observed in the home. Mother did admit to buying needles at Walgreens, but denies that minor had access to those needles. Minor did report that she had observed the needles in a vent in their home. CPS observed all vents, particularly in mother's bedroom, and did not observe that minor would have easy access to the needles as the vent was bolted and the vents were located close to the ceiling which would make it hard for a child to access

Per Reporter: Robert has full custody of Kendarrious; Makeva (Kendarrious mother) rights were terminated. Robert uses drugs (ice & marijuana) around Kendarrious. The ice is kept in the refrigerator and the marijuana in a jar in the closet. The intent is to sell the drugs; the drugs have been sold around Kendarious. Recently, Robert blamed Kendarrious for missing marijuana. According to Robert, Kendarrious sold the drugs at school. There are people in and out of the home. Management has been informed about the scent of drug use entering the neighbor’s (unknown) home through the vent in the bathroom. Kendarrious have not been physically harmed due to Robert being under the influence; however, Robert does verbal abuse him. Robert calls Kendarrious

PER REPORTER: Richard was arrested on 6/17/2015. The reporter said Graysin told her that “daddy went to jail and I was with him”. Richard was arrested for possession of a control substance. It is unknown by the reporter what kind of control substance. Per reporter Richard’s girlfriend Amanda was arrested on 1/1/2015 for a felony charge for possession of a control substance. It is unknown where Graysin was during the time of her arrest. It is unknown by the reporter is Garysin has been hurt or harm due to Richard and Amanda having possession to control substances. It is unknown if the substances are been manufactured in the home. It is unknown if Graysin has access to the substances. It is unknown if they are using the substance around Graysin.

Reporter stated she went to the family home today. She spoke with Jonnie and asked if anyone every touched her. Jonnie said that two of mom (Andria) boyfriends have touched her. Trimel and Jermaine. Trimel touched her vagina twice. He did it while mom was sleep. Mom called the police on him each time. Jermaine touch her vagina once. It is unknown if mom know about the incident. Jonnie said that Jermaine was killed by his brother for touching another child. Jonnie did not disclosed if she was penetrated. It is unknown if there were any past allegations made against Trimel and Jermaine. Jonnie is showing signs and behaviors to sexual abuse. R/s last night, Liza and her friend Darlene Bentley were smoking marijuana and crack off of a can in a trailer park in Jefferson. R/s Liza’s daughter, Phaydra (7) was in car when Liza and Darlene were getting high. R/s Phaydra was jumping in and out of the car, running back and forth opening the doors, and calming out of the windows. R/s the trailer park is known as a drug area where drugs are being sold. R/s Liza and Darlene also pop pills. R/s Darlene’s kids are in DSS custody.

Jaidyn's mom (Brandi) has a history of using herion. Brandi's boyfriend (Daniel) as well. It is unknown if Brandi and Danile are still used Herion. Brandi and her boyfriend (Daniel) does meth in the home. Daniel was arrested for cooking meth in the home. Daniel was in Rankin County Jail for about eleven or twelve months. It is unknown when this occurred. Daniel does not cooked meth in the home anymore. Daniel buys the meth. Jaidyn has access to the meth. Jaidyn knowns where the meth is kept in the home. The meth is not being manfactured in the home. Daniel and Brandi drink liquor in the home. Jaidyn has access to the liquor. Brandi is always high in the home. It is unknown how Jaidyn is treated when Brandi and Daniel are high. Jaidyn has to fend for herself. Daniel had grabbed Jaidyn by her hair and pulled her down the hallway. Daniel did let go of Jaidyn's hair. It is unknown what happened. Jaidyn did not have any bruises. Daniel's mom (Pam) stated that: "He did let go off her hair." Brandi was there. Pam stated that: "She is looking out for the baby." The reporter does not understand if she looking out for the baby why she does not keep the baby down at her house. On 06/30/15 Mr. Moore and Eddie were pulled over by D’iblerville Police Department. The reporter stated spice was found in the glove compartment of the car; Eddie admitted the drugs belong to him. According to the reporter, both men were arrested; Mr. Moore was arrested for active warrants and an open container. The reporter stated Kaitlin was present but no injured. Ms. Mayfield stated Mrs. Moore was contacted and Kaitlin was left in the care of her mother; Mrs. Moore came to pick the child up. A child Owen Collins was found dead in the woods, in a burnt cardboard box. The child’s mother 23 year old Breanna Arnold was a meth addict. She lived with her 31 year old boyfriend Zachary S. Barnes was also addicted to meth. One day Arnold, Barnes and 16 year old Zachary Barker were at home shooting up with Owen Collins and his older brother in the next room. Zachary Barnes told the police that when Arnold went to check on the children Owen was already dead, so he decided it would be a good idea to get rid of the child’s body by wrapping him in plastic and putting him in a drawer. The next day on a Sunday Barnes and Barker put Owen into a cardboard box and rode with a woman to Marion. The woman said that she did not

The reporting party (RP) stated minor Anthony Silver DOB: 6/19/99 resided in the facility until when he was given notice on 10/4/16. According to the RP, Anthony went AWOL from the facility on that date. While being transported into custody to Juvenile Hall he disclosed that staff members brought drugs and alcohol into the facility. The RP stated she spoke with the minor privately regarding his allegation and disclosed several staff members were involved in bring in pills, tobacco, alcohol, and meth into the facility. When the minor was asked which staff members, he replied he didn't know and could not remember. Consequently the RP continued to speak with the minor and he revealed the names of Gary Stanley, who no longer works in the facility.

EREPORT # 19585 stated the following: The incident is ongoing. It is reported that the child is currently in the physical custody of the father, John Hunsucker, and he will not allow the mother access to the child. There is reportedly no custody agreement between the parents. Mr. Hunsucker is reportedly using drugs (marijuana and possibly meth). It was stated that Mr. Hunsucker has made the child urinate into medicine bottles, for him to use to pass employment drug screens. It was also stated that Mr. Hunsucker leaves the child with the paternal grandfather, Paul Meeks Jr., for days at a time and that Mr. Meeks is an active meth user. (Mr. Meeks resides in Baldwyn, MS) Mr. Hunsucker reportedly disciplines the child by screaming profanity and

The officer walked over to the wall and was able to see two juveniles in a fistfight. Their clothes were ripped, their eyes swollen, and their faces were bleeding. The officer entered the property through an open gate and broke up the fight. The officer observed several plastic baggies containing a white powdery substance on a patio table. The officer called the boys’ parents walking towards the patio’s screen door. A woman, dressed in a nightgown exited the house and immediately started explaining the baggies on the table. The officer then arrested the woman for possession of narcotics. After the backyard was secured the other officer continued to the location where the purse was drooped. As he retrieved the purse the officer observed marihuana cigarettes among its spilled contents. The officer seized the evidence and arrested the purse’s owner.

IRTC spoke with Detective Ortiz who confirmed that the subject child was interviewed at the Bronx CAC prior to this case being reported to NYCACS. Detective Ortiz conveyed that the subject child made a partial disclosure and it is possible that a follow up interview might be necessary. Detective Ortiz stated that there might be another unrelated victim that he is in the process of trying to identify. Detective Ortiz said due to the perpetrator’s age, it is possible that some form of prosecution could take place, but it will occur in family court, not criminal court. Detective Ortiz indicated that cooperation counsel was present of the interview, but there are no pending charges against the perpetrator at this time. No additional coordination

Per Reporter: Patricia has an open investigation in Pearl River due to drug usage. On 8/18/17, Daniel picked up Julie from Patricia’s home. A drug screen and home visit was requested for Forrest County. Shalacey (previous case worker) was unable to make contact with Daniel. There has not been an update or information in regards to the home visit or drug screen via Kadedra (current case worker). Jennifer spoke with Daniel via phone. Daniel informed Jennifer that he was able to meet Julie’s basic needs, but has not been confirmed. Patricia’s case is approaching its 30 days, which is approaching closure. Patricia is now stating Daniel is on drugs, but did not go into details. It is unknown if the drugs are used around the children. It is unknown
