On July 6th 2015 at exactly 5:10 p.m. I arrived in Stewart Manor to order my take out dinner at Umi Asian Fusion Restaurant. I knew my order would take a couple of minutes to get ready and I had to go to the Chase bank a couple of stores down. I knew this so that as then when I realized I needed to put quarters in the meter because I knew I would be a while. I remember looking at the clock and seeing how much time I had left to get change. I walked into the restaurant and asked for change. In order for them to give me change I needed to pay for my order first so I did. I took my change and picked out the quarters that I was going to put in the meter. I looked at my watch again to make sure how much time I would have to go to the Chase bank. I go to him and tell him I went to get change from the restaurant and show him the quarters in my hand. He says to me “Sorry I just started writing the ticket.” I pleaded to him that I was gone for just exactly two minutes since I look at my watch and it was exactly 5:12 p.m. I start explaining to him how long I was gone and that I honestly went to get change for the meter. He spoke very harshly to me and told me he couldn’t do anything. I was very shocked that I was given the ticket since when I arrived within a two minute time period he began writing the ticket. I also noticed that when I arrived he just began writing the ticket and sees that I have change in my hand but didn’t even stop what he was doing. I am baffled that I was still giving the ticket and spoken to in that way. I understand that if I purposely didn’t have any intention of paying the meter I should have to pay this ticket. However, I feel that I was treated unfairly if I have to pay for it since I had every intention of paying the meter and the man did in fact see me come out with change in my
