“Ringing in the New Year with New Health Care Benefits”
Some of the most important provisions of the Affordable Care Act will take effect in 2011. Starting this year, the vast majority of people with Medicare will see several new benefits, including free annual wellness check-ups, recommended preventive services without cost-sharing and discounts on prescription drugs in the Medicare Part D “donut hole” (Sebelius, Health Care, 2011). In addition, new rules will hold insurance companies accountable so more of your premium dollars go to health care, and you’re more protected from unreasonable rate hikes (Sebelius, Health Care, 2011).

• Also, several are using a process called “presumptive eligibility” which allows health care clinics, schools and others to temporarily enroll children who appear eligible so they can quickly get the medicine or doctor visits they need while their full eligibility is being determined (Sebelius, U.S.Department of Health & Human Services., 2010).

Health Policy: Access and Persons with AIDS
“The Affordable Care Act and People Living with HIV or AIDS” People living with HIV and AIDS have always had a difficult time obtaining access to health coverage (Sorian, 2010). Medicaid, Medicare, and the Ryan White HIV/AIDS Program have provided a critical safety net (Sorian, 2010). But today, nearly 30% of people living with HIV do not have any health insurance coverage, and many others have limited coverage (Sorian, 2010). In addition, people living with HIV and AIDS have faced hurdles to getting quality care from qualified providers (Sorian, 2010). The Affordable Care Act passed by Congress and signed by President Obama in March helps make it easier and fairer for people living with HIV or AIDS to get the coverage and care they need (Sorian, 2010). It will:
• Stop insurance discrimination: As early as September 23, 2010, insurers will no longer be able to deny coverage to children because they have HIV or AIDS (Sorian, 2010). And insurers won’t be able to rescind
