CCIB Intake received referral #1113-8073-1224-4053654 from reporting party (RP) Counselor/Therapist Kristy Bynum with Child Guidance 3628 Stockdale HWY, Bakersfield CA 93309 (661) 322-1021. Former foster child Jacob Daniel Halbrook DOB: 12/09/01 who is the brother to foster child Sharra Russelle Halbrook DOB: 5/23/06. Jacob disclosed that he witnessed his former foster father Jose Borbon in the same room with Sharra while she was dressing. Sharra was observed dressed in her underwear only. Jacob observed this incident as he passed, walking down the hall. This incident occurred approximately 2-3 months

R/s July 3rd-8th Danielle (4) and Josiah (5) were staying in Georgia with Judy and Felicia Wilson. R/s Felicia beat Mariah with an electrical cord and Mariah has scratches on her back and bruised buttock. R/s Danielle (mom) took the child to ER and trying to press charges against Felicia.

The reporter stated on 07/05/15 Ms. Smith returned to pick the children up and after they began screaming and hollering because they did not want to leave with her Mr. Course told her they could stay with him. Per the reporter, Ms. Smith became upset and pulled a knife on Mr. Course; the children were present. The reporter stated law enforcement was called and the children were allowed to stay with their father. Ms. Ballard stated that the children are not allowed to stay in the home with their mother and have to stay with their grandmother; Brittany only allows her boyfriend to live in the apartment with her. The reporter also stated whenever the children are with their father, he buys their clothes and they return home fully dressed. Ms. Ballard stated whenever the children return for visit, they come without shoes or socks, no shirts at times, and no underwear on; if they do wear underwear, they are nasty and dirty. PER REPORTER: Rebekah stated that it was brought to her attention before and during court that an incident took place while Bralen was in custody. She stated that Judge Elise Deano told her that she needs to make the report. The incident took place in the care of Ruthie Mitchell. She stated that the unknown foster child that was also in the home pint Bralen down behind coach, and he pushed his legs over his head. Rebekah stated that she assumes that he turned him into a pretzel. She also stated that Ruthie laughed and did not say anything. She also stated that Bralen was very upsetl about the incident.

I woke up and took one bite out of my pop tart but that one bite was all I could eat. My legs were shaking, and my heart was pounding. My dad told me, “It is a true honor to even make it this far so go out there and have some fun.” Once I heard this statement, I knew I was ready to go. I arrived at school and boarded the bus. Reporting party contacted CCIB to report that on 8/20/16, it was reported that staff Courtney Richardson went upstairs at approximately 7:45AM and stated that resident William "Bill" Anderson (DOB: 8/5/88) was sitting on the top of the stairs and resident Kallie Wright (DOB: 4/27/91) was standing in front of him. Staff asked Bill what was going on and Bill replied that he had given Kallie a ring. Staff asked Bill why he gave Kallie a ring and he replied, "Because I like her." Staff stated that Kallie was standing in front of Bill with her head down the entire time that Bill was being questioned. RP stated that Kallie pulled her pants down slightly exposing her bottom and staff instructed her to pull her pants back up and instructed Kallie to

The reporting party (RP) stated on 12/17/16 foster mother Cheryl Lamb was mopping the floor while foster children Michael and Caleb were outside. Later the minors wanted to enter the home and were asked by the foster mother to put on sock due to the wet floor. Caleb complied and put on his sock and went inside the home, however, Michael was defiant and refuse to put on the socks. Michael was informed to put on the sock or to wait until the floor dried. Conversely Michael chose not to put on the sock and walked backwards on the floor, falling on his bottom. Michael stated he was pushed by the foster mother, thus he fell. Reportedly Michael has several behavioral problems and was moved to another FFA placement by his assigned social worker Madeline

CCIB received a telephone call with an allegation against the home. RP reported she received a text on Tuesday 8/8/2017 from Holly Harris (licensee assistant) stating to contact her. RP stated that she did not contact her back until 8/9/2017, and that’s when Holly told the RP that Gloria (licensee) would hit RP son Fisher in the face, and give Fisher Tylenol or Benadryl to make him go to sleep. RP stated that she was appalled to hear to hear such things are happening to her son. RP went on to state that Holly told her that the Gloria would force feeding Fisher. RP stated that Holly said that Fisher would not want to eat, but she would make him eat and also make him choke on the food. RP reported that Holly stated that Gloria would leave Fisher

In the Emergency Response Referral, the RP reported that on 1/27/2017, children Dermarion and Theodore Brown were at a visit with their birth mother Ashley Brown from 3-5pm at CVC. RP reported that when the children returned from their visit the foster mother notice a strange behavior with the boys. RP reported that Jakeisha observed Dermarion and Theodore pulling each other’s hands down, and that Dermarion had an erection. RP reported that Jakeisha stated that the boys were laughing and then she put the boys on a time out.

6/2/17 9:10am worker received a phone call from Holly mcadams. Holly stated that Chad SR called to inform her she has been barred from visiting at the prison due to her wardrobe changes from prior visit attempts. she has been barred from visitation until August. Holly was informed that she could write a letter to the prison asking for the bar to be revoked. Holly spoke about how she was going to try to write the prison, but would work out with the worker to make sure the other two children see Chad SR. Holly spoke about her mother in law in bad shape. One Cold and windy morning, I woke up to my brother yelling “YaY, It’s time.”Me and my two brother Justin, and Gio were finishing packing up.My dad and his girlfriend went to get the car, my grandma and grandpa were still asleep.

September 24th 2017, I went to my first ever deaf and hard of hearing event. For my choice of event, I attended Deaf-Fest in East Brunswick. I was very nervous to go to this event because I was not sure what to expect. Not to mention, I had been taking sign language for barely 1 month. I was nervous that I would not be able to communicate with the people there because I had such little experience. I brought my mom with me, so I would not be wandering around the event alone. When arriving to the event, I told my mom some of the things that I had learned in class about sign language, such as do not stare directly at someone’s hands while he or she is signing to someone else.

On November 9, 2017, 2200 hours I was travelling north on M ST NE approaching the intersection of M ST NE and Harvey RD NE. I noticed the vehicle in front of me WA/BDR3681, a 2004 silver Chrysler PT Cruiser. As the vehicle slowed for the red stop light I saw the tail lamps illuminate red, the rear center lamp did not illuminate.

Caseworker Jessica, spoke with Ja’Kevion on 10/19/17, and he said that he was on punishment for 3 months because his sister did not have on panties and he was falsely accused of pulling her panties down. Reporter visited the family on 11/16/17 and mom (Marion) informed stated that Ja’Kevion was messing with his sister and brother. Mom told the reporter she went into the living room and Ja’Kevion was at the table. She had left her daughter in the room and when she went back to the room she notice the cover looked messed up and it was high. She pulled the cover back and her daughter panties and pants were pulled down. Mom asked the child why her clothes were down and she did not want to admit what happen to her. It took her a while to answer and she said Ja’Kevion pulled her clothes down and he was messing with her. Reporter

Have you ever been in a crowded room of people, picked out a random person and noticed something unique about them? If I were in a room with strangers about eighty percent of them would wonder or question what happened to my eye. When I actually talk to people I often get asked if it 's a lazy eye. That then leads to me explaining what happened. A tragic event happens to make for an unforgettable day. After three surgeries, countless doctor appointments in Omaha, and eleven years later, I still remember.
