Externally the police subculture can be seen on t-shirts, tattoos, rings, and police challenge coin, etc. Not so evident is that the police subculture is a shared set of norms and beliefs. Survival mentality, locker room philosophy, and agency’s unspoken values are examples of occupational subculture. The reasons why people applaud occupational subcultures are they believe they are essential for survival; they believe they are conductive to worker’s unity; and they believe they safeguard agency interests. Occupational subculture is considered a negative response to stiff bureaucratic organization and unethical rules and procedures. This will identify and discuss four ethical issues that I think exist within the police sub-culture. This paper will explain the relationships within the police subculture, the crevasse between frontline officers and supervisors/administrators, and ethically policing minorities. This paper will answer the question: Do you believe the police subculture is a major obstacle to ethical policing? If so, in what ways? If not, why not? Discussion Police subculture is described as a detailed set of beliefs, attitudes, and behaviors displayed by those in law enforcement. Since, police officers devote the bulk of their time dealing with crime; they manage to view associates of the public as unreliable and possibly intimidating. The militarization of the police is becoming more and more prevalent issue in our society. There are positives and negatives to this issue, but in my opinion it is a negative occurrence. Excessive use of force further divides police and community, which eventually may lead to severe consequences that may be irreparable.
Every culture is composed of four elements: “values, norms, beliefs, and expressive symbols” (Peterson, 1979, p. 137). Each police officer is influenced by the police organizational culture during training. After graduation fro the police academy, the officer is influenced by the more experienced officers of the department. Research conducted by several authors has found that peer influence never ceases even after years of experience in the field.
Many people know of the police officers of today’s world and that it is their job to enforce the laws set by their government, but not many people know the history of your typical everyday United States police officer or how they came about. The idea for neither your everyday police officer nor his or her department they work for or how a police department operates, originated in the United States. Over the years though America has made changes and adapted its system over the years to make it more suitable for its countries beliefs and practices.
In “A Sketch of the Policeman’s Working Personality,” Jerome Skolnick discusses and analyzes how a police officer’s personal outlook is affected by his or her involvement in police work, creating an “us versus them” mind-set, as well as the frequent inability to “turn off” the police mentality outside of a work environment. While he states that a person’s work has an impact on his or her outlook of the world according to a recurring theme in the sociology of occupations, police work has a particularly strong impact on those cognitive lenses (Skolnick, 1966, p. 2). Because of the nature of their job, police have a tendency to look at the world in a way that makes it
. . the dominant position of men and the subordinate position of women” (Rabe-Hemp 94). As policewomen tend toward their stereotypes, they strengthen the patriarchal organization of the police subculture: the practice of females assuming “roles that male officers have historically not defined as ‘real police work’ . . . devalue[es] the tasks female officers engage in” (Rabe-Hemp 97). Conversely, “women who dare to challenge these roles are isolated [and] harassed” (Rabe-Hemp 94). Therefore, the police subculture strengthens the differences between male and female police officers that society has pre-established through gendered stereotypes. These findings can be viewed from an individualist perspective as opposed to an organizational perspective because the police officers were exposed to these stereotypes as they grew up, long before they began training. Although the police subculture does make it more difficult to break out of these sex-based stereotypes, these stereotypes do not originate from the subculture itself; as a result, the organization has less of an influence on worker performance than the individual’s
“Somebody didn’t sleep through ethics training” (Ayer and Fuqua, 2001). This statement made by an officer in the movie Training Day, best exemplifies a major theme of the movie. Training Day should be shown to rookie officers as an example of how a police subculture can allow officers to abuse power. The movie is an over exaggeration, but provides depth and detail into certain situations officers may find themselves in. This paper will look at the specific concepts of a police subculture that officers may encounter.
Police “working personality” is limited by an unquestionable tacit within the police subculture, surrounded by shifting perceptions, depending on the situation.
As a police officer, the major objectives are to maintain order, enforce the law, protect one’s property, and to save lives. In addition, police are divided into two roles based on how they perform their duties. The two roles of a police officer are a public servant and a crime fighter. A police officer whose role as a public servant is to serve all types of people, as well as criminals. Public servants regularly provide advice and make judgments as to the degree of risk they should take with the public. Many decisions involving risk are relatively easy to make, but others are complex and significant consequences (Kernaghan and Langford, 2016). These risks may involve using force and the consequences could be media backlash or a potential termination. Public servants abide by the oath and uphold the integrity and honor of the organization as an officer. Police executives have always had different issues within the police department. Most police executives try to find a quick fix in order to solve the issue of police misconduct. Police misconduct is defined as inappropriate action taken by police officers in relation with their official duties (Police Misconduct Law & Legal Definition, n.d.). In order to solve this issue, one must acknowledge their different challenges, overcome the “code of silence”, and find out the role of organizational culture.
Since the founding of this country, to the wild west, and up to the present, the agenda of the policing bodies have been clear: to uphold and enforce the laws of our society. Of course the way they do this today had undergone changes from the first police forces of early America, law enforcement has seen trends come and go.
When this loyalty to the subculture becomes too strong, the unity that follows can adversely affect the ethical values of the officers (Martin 2011). This type of work environment causes officers to feel like they are doing what is wanted by their organizations and the public and the officers may continue with the behavior because the pressure to produce results is greater than that to follow the rules. A law enforcement department might choose to punish an individual, but the fear of punishment usually is not enough to change unwanted behavior (Martin 2011).
Police subculture undermines ethics and has a constant influence on officers’ decision-making process, which ultimately leads to misconduct. Police, like most professions, have a secretive yet unique type subculture because the lifestyles of its members are significantly different. Law enforcement officers tend to befriend other officers or people with similar roles within the criminal justice system. Many times, friendships extend to firefighters and other civil service personnel to include military members.
In policing, officers are given the role to serve and protect citizens, and carry out justice. In addition, are expected by society to protect lives and property. When a police officer fails to comply with these general principles, he or she is considered deviant. Corruption and misconduct have been present in society since the beginning of policing. An infamous case in American policing history is the Michael Dowd case, where a former NYPD officer was convicted for engaging in numerous criminal activities. When analyzing the film The Seven Five, several aspects in the case can be applied to concepts found in the Introduction to Policing book, including, police culture, personality, minorities in policing, ethics, and patrol operations.
