As the imprisoned population in the United States grows and American culture changes, rehabilitation is becoming popular among these alternatives to a standard prison system. Rehabilitation when referring to criminal justice are programs and methods used to assist prisoners in reforming themselves in order to avoid the habits that placed them in prison in the first place. These programs are becoming more popular due to the high cost of imprisonment and a change in American culture. Each prisoner costs forty thousand dollars each year to keep in prison(Weissmueller). This is money that is coming out of the taxes paid by United States citizens who aren’t even in the prison system. Alongside this, American culture is changing to be supporting of rehabilitation efforts as Americans see the effectiveness of criminal justice systems that include it. This was seen on a trip to Europe by U.S. prison officials; once they had seen the effectiveness of German and Dutch prison rehabilitation, they wanted to bring similar programs to their prisons (“People, not prisoners”). A rehabilitation based criminal justice system in the United States is gaining popularity, and as it does so it is earning the attention it needs and deserves.

During the past decade, there has been a newly found interest in prisoner reentry. This is due to a change in many of the factors surrounding the release of convicted felons and their reentry into to the community (Visher, C. A., & Travis, J. 2003). The number of people incarcerated in the United States prisons has quintupled and correctional facilities are working on getting them back into the community. Over half of the convicted felons that are released from prison return to correctional systems within one year of their release date. The problem with prison reentry has been going on for many years in the United States, as I discussed in assignments one and two. Recidivism issues can often be linked with reentry issues because when offenders are returning to society, they need to be prepared, which is something that our current criminal justice system is not trying to achieve. In order to create some defensible solutions for prison reentry and the recidivism issues linked to prison reentry, the criminal justice system has to realize that there is no one overall solution because every offender have different offenses, different stories, different outcomes, and different prison sentences. Criminality rates based on different societies varies between incarceration and sentencing for reasoning of the crime committed. Prison serves incapacitate criminals from committing other crimes as removal from society, and it is useful as an effective approach to crime reduction (Drago, Galbiati, Pietro, 2009). The consequences of a criminal record is much more severe than one might perceive, and it doesn’t discriminate to either gender. The real consideration is the life after imprisonment, and the issues and challenges the individual is faced with. Associated with each economic analysis approach is the discussion on the consequence of a criminal record. Former inmates are faced with barriers that put limitations to their social status when attempting to re-integrate back into society. With recognition and traction of the criminal justice system, criminal background taints the individual for the rest of their life and shouldn’t be a matter of underestimation. The courts keep records of legal proceedings containing the history of the arrests and trials of the criminals, and these records will remain; if they can’t be removed. This paper will emphasize on the certain barriers an individual may face after they are labeled as ex-convicts.

In prisons today, rehabilitation, deterrence, incapacitation, and retribution are all elements that provide a justice to society. Prisons effectively do their part in seeing that one if not more of these elements are met and successfully done. If it were not for these elements, than what would a prison be good for? It is highly debated upon whether or not these elements are done properly. It is a fact that these are and a fact that throughout the remainder of time these will be a successful part of prison life.

Society has often struggled with how to help prisoners once they are released back into civilization. The number of prisoners in the American prison population has grown considerably in the last couple of decades. For many prisoners the process of arrest, incarceration and release is a continuous cycle, there is very little hope of them living in civilization for a long period of time. There is also a high a retention rate of the returning offenders. A large portion of these prisoners are minorities of African Americans and Hispanics face more time in jail or prison is extremely high. The success rate of offenders is measured by how long one can avoid being incarcerated and not by being reintegrated into civilization. These issues have become a national crisis in Joan Petersilia book titled “When Prisoners come home: Parole and prisoner reentry,” she address these issues head on. The main purpose of this book focuses on how to help prisoners once they have been released out of prison. Petersilia gives efforts for future reform to alter the in prison experience, change prison release, revocation practices, revise post prison services and supervision as well as a working with the community to enhance informal social control. These are efforts that represent a better policy towards reform of prisoners and re-entry in the system. The book goes into great detail about the suggestions Petersilia makes and why it is necessary for change.

Considering the cost of new programs, budget shortfalls and cutbacks the state of Hawaii is experiencing at this time, we ask? What benefits would the state incur by immediately implementing an incarcerated offender reentry plan? Additionally, we ask? How would the immediate implementation of an incarcerated offender reentry plan affect a community’s economy and security? Perhaps, to effectively consider the impact of these questions I will need to determine why there is a need to immediately implement an incarcerated offender reentry plan. Resettlement has been an important element in prison life throughout England and Wales for many years. Prison reform is a significant issue that the United States government should enforce. It would aid in creating a more organized system of incarceration. Prison reform is an attempt to improve, change, or eliminate certain conditions in prisons. It is believed that it should be enforced due to the cases of overcrowding, lack of proper education, and the lack of rehabilitation that could inform prisoners of societal values. Prison reform would increase the self-esteem that was diminished in the prisoner’s personal history. Prison reform is significantly important as it will heighten the amount of self-worth in the prisoner and cause a decrease in the population of prisoners who return to a life of crime. Recidivism, or chance of recommitting a crime, will therefore be reduced. Prisoner who are released will not have all the negative ideals or influence from the prison that is usually spread until their release. Prison reform will help society if the increase in education and decrease in overcrowding is ensued upon the prison system with this policy.

This study will examine the importance of restorative justice in prison, which is essential for our correctional facilities.
