Society understands our current system is awful, but no one is protesting for a reform, or they’re aren’t trying hard enough. Child safety is the number one objective of the system, but it’s not working like it should. “In 2015, over 670,000 children spent time in U.S. foster care” (Foster Care). Of those 670,000 cases, more than half could be eliminated with a reform in the system. The focus should be on keeping families together, rather than taking them apart.

Many children are suffering due to various complications in their life. Children of all ages end up in the foster care system year after year. Their hardships influence them to feel really depressed and stoic. Many people do not read autobiographies, but the book, Three Little Words by Ashley Rhodes-Courter teaches people about the complications of a first-hand foster child, how the foster care system is, and book reviews of famous authors and well-known magazines, as well. The story gives hope to people who believe there is no way out anymore, and it influences upon the world’s culture greatly.

Raising children is one of the most important responsibilities in any society. Today, working parents have many options, but what about those children who have neither a mother nor father? What about those children who come from broken and abusive homes? In such cases there are often few choices. Parentless children may be placed in orphanages or in foster homes. The adoption process strives to serve the best interests of children should be the main focus in deciding all issues of adoption policies and practices. The adoption policy should always focus on finding the best parents for children who are in need of homes. This process helps someone join another’s family and should not be a defining characteristic or lifelong process. People who are adopted as infants grow up as healthy and productive as people who are raised in their own biological families. In November of each year, the President of the United States issues a proclamation to announce National Adoption Month. This is a time that is dedicated to raising awareness for the need of adoptive families and to encourage citizens to become involved in the lives of children and youth that are in the foster care system.

In todays’ society many Americans never think about our foster care system. Foster care is when a child is temporarily placed with another family. This child may have been abused, neglected, or may be a child who is dependent and can survive on their own but needs a place to stay. Normally the child parents are sick, alcohol or drug abusers, or may even be homeless themselves. We have forgotten about the thousands of children who are without families and living in foster homes. Many do not even know how foster care came about. The high volume of children entering into the system and the substantial number of caseloads for social workers are exacerbated by the current policies. It is our job as policymakers and policy analysts to address this issue so that ALL the children of the Lone Star state have a better future. Foster Care and Adoption are the most multi-faceted areas of child welfare. Foster care consists of placing children outside of the custody of their parents or legal guardians. This out-of-home placement can be temporary or long-term. Adoption on the other hand, consists of the legal and permanent process that establishes a parent/child relationship between individuals not related biologically (Downs, Moore, & McFadden, 2009). These two areas of child welfare are constantly evolving and the decisions made on a child’s behalf can affect many areas of their biological, spiritual, social, and emotional wellbeing.

Every year in the United States, hundreds of children and adolescents are taken from their parents and primary caregivers and placed in out-of-home care situations due to issues in their homes and family lives which contribute to unsafe living conditions. These children and adolescents often face many health, behavioral, developmental, and psychological issues.

Since the 1970’s, many debates and arguments have formed over the problems in the Florida foster care system. Some of the arguments were made as to whether different races should become foster families or whether or not is was suitable for gay couples to foster children. Another issue that arose was the children with special needs or older children that people didn’t want. As the foster system grew, it began to experience setbacks. There were now more children needing homes than available homes. The foster care system became full of problems. Foster parents started to complain about not having an adequate support system. The children were not receiving the medical treatments they needed. And foster children were staying in the system so long that some were aging out. Those that age out a were not receiving any support or training to cope with adult life. There was also a shortage in funding. In addition, there had become an alarming number of child abuse and neglect cases within the foster families. Although some aspects of foster care have improved, some changes still need to be made.

Many children will average about five or six years in the system and go through four to seven homes, making it hard for the children to find stability and have a productive life. Generally, when a child moves to a new foster home, it is far away, forcing the child to pretty much start all over from the very beginning. Moving from home to home and not having that stability causes the child to have many emotions, which are often ignored by foster parents. The neglect and maltreatment by a lot of foster parents is out of control, but a lot of social workers say there isn’t much they can do. And when the children age out of the system, there aren’t that many resources for them to be on their own. Once they turn eighteen, the foster parents usually send them out on their own, making it difficult for the children to finish school. An ideal environment for the growth of children does not usually exist anymore and in order to promote continuity in the social, emotional, and developmental growth of children, there has to be people out there willing to listen.

Foster care is something that 400,000 children in the United States, go through. I have personally been through this myself. To improve foster care for children, I have created a website along with an app. The name of both the website and app is Foster To Success. Foster To Success will especially be useful for foster youth, social workers, potential adopters, foster parents, and any additional people, who work with foster youth. But it can also be useful if you are going through a hard time. The app is free and available on iOS devices at the App Store, and on Andriod devices on GooglePlay. One of the ways foster care is inhibited is that the separation of the child from their parents and placement in a foster home can be traumatic for the child. In some instances where the child is not safe in their home, the first choice may be to remove the child and place them in foster care. Both the parents and child have a hard time accepting the situation. This separation causes conflicts and resistance from the child (Crosson-Tower, 2014, p. 316). Children are generally placed into foster care as a result of parental abuse or neglect; however, there are many racial inconsistencies circulating general foster care involvement. By the year 1967, all U.S. states had child abuse reporting laws. “Child abuse reporting laws and enhanced awareness of child abuse produced an increase in intervention” (Myers, 2013). As reporting laws came into affect, more and more cases of child abuse and neglect were shown. By the mid 1970s, over 60,000 child abuse cases were reported and the extremely high rate of children in foster care alarmed government officials. In 1980, the Adoption Assistance and Child Welfare Act (AACWA) was passed. This act required every state to make reasonable efforts in keeping children with their families, and when removing the child was not avoidable, the child was required to have a plan to be placed back in the home or have their parents’ rights revoked. For the children whom returning home was not an option, Congress offered financial incentives for adoption. This effort to preserve the families was a main objective of AACWA. An influential investigation pertaining to this was done by Henry S. Mass and Richard E. Engler, as explained by Sribnick (2011). They concluded that many children were living a majority of their childhood years in foster care and institutions. Their findings showed that if a child stayed in foster care for more than a year and a half, it was not likely that he or she would ever be reunited with his or her family or be adopted.
