As a social artifact, the research study achieves its importance through investigating why communities are subjected to the options of whether to or not to cooperate with the police force, an extension of the criminal justice (Murphy & Cherney, 2012). Literature review
Recently legal organizations have come under probe following their relationship with the public. Some human rights organizations have indicated that the police force of using excessive force when handling the general population. This use of force has directly affected the public willingness and cooperation with the police service. Different researchers have conducted qualitative research to determine how this can be improved, and the possible causes to why the police respond with brute force even in simple cases.

In the 1960s the policeman were assigned to duty inorder to uphold law and not to get personally involved with individuals or neighbors (Hoover, L 2014). They were also assigned to uphold justice and not to show partiality. But as history proves a different approached was taken by the police. Instead of showing impartiality they did just the opposite. For the police department to be effective in their varied missions, they depend on the trust and confidence of the community. The public’s trust and confidence are severely reduced when individuals’ civil rights are compromised (International Association of Chiefs of Police, 2006).
The impression of public in the U.S of the police using excessive forces, such as brutality, in today's modern policing continues to be a sensitive issue across the country. Many police agencies around the nation are under the pressure for alleged abuse of force from the view of the media perspective. Justified or not, the image of the police use of force continues to strike a nerve with the American public. However, an attempt to use force is often misunderstood by the community because of the media frenzy using false declarations and propaganda techniques. These techniques weaken the power of the police and reduce the trust that the community has in the police force.
When police use force against a subject, they are often belittled and reprimanded by the media and public. “Police Brutality” and “Excessive Force” seem to be a daily headline in the news these days. This paper shall present research conducted on how to improve police-community relations. The goal, is the show the lack of understanding that exists between police and the community on what the job of police officer can and cannot lawfully do. By presenting this lack of understanding between police and community, we can work on improving relationships by educating the public on what is constitutionally permitted. By better educating the public, we can hopefully prevent rioting in future incidents and better remove the tensions that are present in encounters with law enforcement and minority communities.
The use of force in the criminal justice fields can be seen as a daily routine because this force by the criminal enforcement officials can save people’s life or they can wrongly interpret by people who witness the use of force. For decades, a very debatable topic people and criminal enforcement agents had fought was the fact that if the use of force by the criminal enforcement officials good for the society or it can be used as a violation of the citizen’s rights. A factor that the people who are against this idea of the criminal enforcement use their force in their duty, is that they don’t realize that as a criminal enforcement officer deal with problems every day dealing with someone’s health from a menace or even the officer’s own health.

An example could be issue with failing to protect human life, such as corrupt shootings or suicide. The policy’s ability to use discretion, should be limited so that it lessens the chance of corrupt misuse.
The definition of human relations is everything done with each other as human beings in all kinds of relationships. An example of this is would be treating others with respect and dignity and following the Golden Rule; acting toward others as you would want others to act toward you. Public relations are activities performed by police agencies designed to create a favorable image of themselves. An example of police public relations is a law enforcement agency seeking developing a program to help strengthen the opinion that their community has on them. The St. Louis Post-Dispatch reported that police are operating a pilot program that seeks to more easily resolve complaints such as whether an officer was rude, displayed a bad attitude or was speeding unnecessarily. Police-community relations is the relationships involved in both human relations and public relations between the police and the community. Programs such as National Night Out are a great example of police-community relations. They target specific efforts needed to make connections to underrepresented communities and ethnic communities. Building relationships within all populations is critical for achieving the goals of community outreach.
