Race And Rage : The Beating Of Rodney King

Police brutality is defined as “excessive and/or unnecessary force by police when dealing with civilians,” and this has become more prominent within the United States throughout the years (Danilina). There has many cases where police brutality has been seen via news channels, and it has dismantled the unity of trust between the civilians of the United States and the law enforcement who are supposed to protect the everyday people from harm. The issue is if the law enforcement is actually right within their means of protection, or have they gone too far with using excessive force in any situation that may or may not be harmful to them. There is, also, the question of whether racial profiling is the biggest contributor to police brutality.

My first scholarly article that I read was Racism and Police Brutality in America by Cassandra Chaney and Ray V. Robertson. The article begins by highlighting the beating of Rodney King in 1992. Police brutality has gone on for a long time, and with the help of technology it has finally been brought to the light. In 1992, four white police officers beat an African American man named Rodney King. The events were caught on camera and were aired that night by a local TV station in Los Angeles. In the video the officers kicked, tasered, and beat King until he was left with an inch of his life. Throughout police history in the United States and around the world there have been numerous incidents of reported police brutality and other forms of corruption including taking bribes, theft, sexual deviance, and many more. In our present time corruption has decreased significantly from what it once was decades ago but still exists. One of the most publicized cases of police brutality, if not the most, was the beating of Rodney King. Most people have heard about the case and seen the video of the brutal beating that took place in Los Angeles on the night of March 2, 1991. A great deal of society views law enforcement officers as heroic and honorable individuals, whose main purpose is to protect and serve the community. For many officers, this description is accurate, however for others; violence and brutality against innocent citizens is the key to getting the job done. For years, minorities have fallen victim to police brutality based on racial profiling, stereotypes and other unjustifiable reasons that has cost several innocent lives. The involvement of officers in police brutality against minority social groups causes tainted and negative views on policing and their overall duty to protect, when they are ultimately the aggressors in this case. Police brutality is a violent incident involving an officer and a victim, usually including excessive force, unnecessary violence and sometimes resulting in a senseless fatality. Minority groups such as African Americans and Hispanics have often been the victims of this form of abuse by officers, however little justice has been done in order to protect these individuals from this form of cruelty by the hands of those with the most power.

There is no question that police brutality, when it occurs, is one of the most egregious violations of public trust that a public servant can commit. Police officers, those individuals taxed with protecting the public from danger, should never be in a situation where they pose a threat to the public. Furthermore, there is no question that police brutality occurs. Moreover, generally when there are allegations of police brutality, there has been some type of underlying violent incident. In addition, while issues of brutality may seem clear-cut to a disinterested observer, it is critical to keep in mind that law enforcement officers are not presented with textbook examples of the appropriate or inappropriate use of force, but real-life scenarios involving quick decisions. There are many arrest and non-arrest scenarios where officers need to use force to protect self or others; and the degree of force required may be greater than what a disinterested observer would assume. Another recurrent issue in debates about police brutality is that racial bias appears to be a motive behind police brutality. When one considers that minorities are disproportionately likely to be arrested and convicted of crimes, one would expect to find a disproportionate number of minorities among those alleging police brutality. In recent years and in light of recent tragedies, police actions, specifically police brutality, has come into view of a large, public and rather critical eye. The power to take life rests in the final stage of the criminal justice system. However, the controversy lies where due process does not. While the use of deadly force is defined and limited by departmental policies, it remains an act guided chiefly by the judgment of individual officers in pressure situations. (Goldkamp 1976, 169). Many current studies have emphasized the racial disparities in minority deaths, primarily black Americans, killed by police through means of deadly force. The history of occurrences reveals the forlorn truth that police reforms only receive attention in wake of highly publicized episodes of police misconduct. The notorious 1992 Los Angeles riots brought the matter to mass public attention and prompted improved law enforcement policy. Significant local reforms resulted, for instance, ending the policy of lifetime terms for police chiefs. Additionally, on a broader platform, in 1994, Congress approved provisions to the Crime Control Act in effort to tackle police abuse in a more structured way.

On March 3, 1991 Rodney King led the Los Angeles police on a high speed chase. Once the chase was over officers pulled King out of his vehicle and began to brutally beat,taze and stomp on him. The recording of the video taken by a witness standing on the other side of the street was locally broadcasted then nationally broadcasted.The reasons that police officers acted the way they did was because “Rodney King was driving while intoxicated and when officers attempted to arrest him, the large belligerent man resisted that arrest.” (Blue Knights with Lt. Dan Marcou ) It was already said that King had a criminal record of second degree robbery and out on parole so the officers were aware of who he was by now. I also believe that racial profiling was another factor that caused the police officers to act they way that they did. As stated by Connie Rice a lawyer and civil rights activist , “The LAPD at the time was almost an occupying force, partially biased against people of color.” (Sastry & Bates) Personally, I do not believe that the officers acted in an appropriate matter because instead of pulling him from his car and brutally beating him they should've just gone up to him and arrested him. I understand that he was seen as a threat during this time because of the high speed chase but there were other ways that they could have handled the situation. The use of forces that could have been appropriate for this situation were verbal commands, maybe a bit of empty hand control with the soft empty hand technique and if he resisted then that is when the use of less lethal force would of been used. Also they found out that in the first three seconds of the film were cut of and showed that “Rodney King rising up from the street to charge one officer in a clear-cut violent assault. In self defense, that officer struck King with his PR-24.” (Blue Knights with Lt. Dan Marcou.) Now with this new information I believe that the officer had a right to defend himself however not to the extent that they all went. Hitting King ith the PR-24 would have caused him to fall and during that time they could have arrested him instead. Police brutality is a controversial issue that has recently been in the news, but seems to have always been an issue in America. Police brutality refers to the intentional use of verbal or physical attacks directed towards individuals by the police force that result in false arrests, sexual abuse, or death. (Dudley, William 13.) Most of these actions are linked to racial profiling: the targeting of individuals for suspicion of crime based solely on the individual’s race, ethnicity, religion, or national origin. (Dudley, William 13.) Statistics about how often racial profiling and police brutality occurs, movements such as Black Lives Matter and Blue Lives Matter, and police reform efforts are just a few points as to why this topic is so controversial today.

Racial profiling isn’t something new to today’s society. Most recently there were incidents in which the officers were accused of mistreating blacks such as Michael Brown and Freddie Gray. “Racism versus professionalism: claims and counter-claims about racial profiling” written by Vic Satzewich and William Shaffir discusses racism versus professionalism with officers. Their argument is more biased towards the police force and they argue that it’s part of their job. “

There is recent controversy over police use of force, especially in minority communities such as in African American communities, Hispanic communities, and other publics with large populations of minorities. Increased levels of force among these communities have created challenges for police departments. These challenges include a lack of trust from the community towards law enforcement officers and an absence of respect creating situations that lead to police use of force. There are already various programs in place that attempt to decrease this challenge by educating the public, respecting one another, and giving those who were on the wrong track second chances. A combination of these solutions and the implementation of more of them would decrease the number of contacts between police and minorities that lead to the use of force (Roberg & Novak, 2014).

Racial profiling is an example of police brutality, which is defined by Gross and Livingston (2002) as “the practice of some officers of stopping motorists of certain racial or ethnic groups because the officer believe that these groups are more likely than others to commit certain types of crimes” (p.1413). Therefore, individuals are treated unfairly by law enforcement solely based on their race. This type of mistreatment is unmerited and ultimately a violation of an individual’s rights. However, in many instances the courts do not find it a violation of their civil rights based on the fact that racial profiling is difficult to prove. Often, prosecutors are disinclined in bringing forth a case against officers on this particular matter. Officers are permitted to stop and search individuals and their vehicles whenever there is reasonable suspicion, however, there has been studies that prove that some law enforcement officers restrict these rights primarily to minority groups. Bowling and Phillips found that although there was no formal monitoring of use of these powers, it was concluded that it was particularly heavy use of these powers against ethnic minorities, largely of young black people (as cited in Sharp & Atherton, 2007, p. 747) . In several cases, officers argue that they reasonably pulled an individual over for other probable grounds such as: traffic violations, suspicious behavior, etc., with race never being an

A major issue that has been at the forefront of the topic of race in America is racial profiling. This practice of targeting individuals based on the individual’s race is not new and has been in use for many many years. However it has recently come to national attention with the killing of unarmed black teenagers by police officers. The issue of racial profiling not only highlights the lack of equality in America but the issue of policemen using excessive force when dealing with criminal activity.

Police brutality is a problem in our society mainly because there are police officers that are getting away with not only physically hurting innocent people, but murder as well. In the past year, there have been between 865-939 cases of people being shot and/or killed by cops (Calacal 1). Racial profiling is one of the main factors in this problem. African Americans and Latinos are the people we see being abused by police on the daily. So far this year, 215 African-Americans and 94 Latinos have been killed by police. It misdirects crucial resources and undercuts the trust needed between law enforcement and the communities they serve.”(Jealous, 2015). I couldn’t agree more with him. In today’s society more and more Black men and women suffer from police bias. Police is a powerful organization that was meant to serve and protect. Enforce laws and keeping communities safe. The problem is we fail to acknowledge that police are humans with real life bias. The problem with police is how much racial profiling is going up,
