Racial Profiling has been used by law enforcement officials from early 60’s during the civil rights movement. The term “racial profiling” which was introduced to criticize abusive police practices against people of different race, ethnicity or national origin. One must assess how to understand the practice, and how to keep it distinct from other issues. Racial profiling is defined as “any police-initiated action that relies on the race, ethnicity, or national origin, rather than the behavior of an individual or information that leads the police to a particular individual who has been identified as being, or having been, engaged in criminal activity.” (Ramirez 5).
This definition leads us to discussion on what racial profiling has been over the years and how it cannot be combined with other aspects of discrimination. Racial profiling has been solely based on, (1)The use of race, ethnicity, or national origin and not (2) the use of an individual’s behavior or information that helps apprehend somebody who has been identified as being, or having been, engaged in criminal activity. (1) provides different investigative methods( race, ethnicity or national origin) while (2) tells us about investigative methods and the goals or outcomes of these investigative methods and uses specific information on suspicious activities like individual’s behavior. The National Institute of Justice (“Racial Profiling”) stated that racial profiling, which is a form of discrimination, racism, and stereotypes is when law enforcement, based on a person’s race, ethnicity, national origin, or religion targets a person for suspicion of crimes. Today people can turn on their television, go online, and even listen to their radios and they will hear about racial profiling. Racial profiling is not anything new and has been going on throughout history; it goes all the way back to slavery. Racial profiling has recently started being recorded, which is why it has become such a huge national issue today, because people can no longer ignore it. This issue is not specific to one race, religion, ethnicity, or national origin. People of many races, religions, ethnicities, or national origins have been affected by racial profiling for years since the start of this country, but one group that has been affected by racial profiling at a high rate is African Americans. The goal of this paper is to analyze this main group that has and still is being affected by racial profiling and acknowledge other groups that are being affected as well.
Racial profiling remains a dormant issue in the United States. It is the act of the authority, mostly, police officers linking minority status to criminal behaviour (Glover, 2007). Several police officers in the United States target specific groups because they don’t display characteristics of typical Caucasian individuals (Glover, 2007). To put history into context, before 9/11, not many police officers profiled individuals based on their ethnic backgrounds but after the attack, there was an increase in racial profiling (Harris, 2006). A racial profiling method that became prevalent in the 1980s in the United States was administered by the U.S Drug Enforcement Administration. Operation Pipeline was a program that they launched to help police officers catch drug traffickers (Harris, 2006). In a video, they taught police officers to look for clues that would help them recognize criminals. It was noticed that police officers made a majority of stops to people with Hispanic last names (Harris, 2006). Marshall Frank, a former police officer was asked what police officers should do if they saw an African man driving around a white community. Frank responded by stating that the police officers should stop the vehicle and investigate the reason to why he was there even if there was no occurrence of a crime (Harris, 2006).
In today’s world we deal with multiple cases of racial profiling seemingly on a daily basis. Turn on the television, check the internet, or simply have a discussion with someone and you’ll hear about it. "Racial Profiling" describes discriminatory practices by law enforcement officials who target people for suspicion of crime based on their ethnicity, race, origin, or religion. The term first came about during the War on Drugs in the 1970’s and 1980’s when law enforcement were accused of pulling over motorists simply because of their race, then unlawfully searching their vehicles for illegal substances. There are varying opinions about this topic and as the year’s progress, it seems acts of racism, labeling, and profiling increase. Many of the instances of racial profiling that occur today involve criminal justice.
Profiling is something that every person has or will do at some point in their life; some may even profile without even realizing it. There are various forms of profiling which will be discussed, along with the history behind profiling and how it has been used successfully by Law Enforcement in several areas as a field on investigation (Douglass, Ressler &Burgess, 1986). Profiling has various positives along with negatives, and these are accepted by Satzewich and Shaffir (2009) who suggest that racial profiling is best understood in the context of a police subculture where these police officer intergrade profiling as part of their every day work routine. Profiling is a big factor in the daily work of every Law Enforcement Officer and it cannot be avoided (Becker, 2004). For the most part profiling is seen as part of an officers daily investigative tools, from border searches, to pulling vehicles over for traffic citations the officers will use his or her discretion on those who arouse their suspicion (Rose, 2002). Therefore, this paper will analyze the overall effectiveness of profiling and how it either proves to successfully reduce crime or not (Rose, 2002).
Even the United States struggles with issues of racial discrimination despite being a society highly based on immigrants and multicultural diversity. On one hand, people frown on treatment based on race, whether that is on an individual or group level. On the other, people are tired and annoyed by the seemingly constant call of discrimination. For example, my friend was in McDonald’s parking lot and he was in the process of switching seats with his friend because he was exhausted of driving. While leaving the parking lot, the officer had pulled them over because he seen a black guy get out of his car and thought something seemed suspicious. The officer implied that my friend did not use his right turning signal. The term “driving while black has been used to describe the practice of law enforcement officials to stop African-American drivers without probable cause” (Weatherspoon, 2004).

While racial profiling is used to solve many crimes, using race as a description of the criminal being pursued does not constitute discrimination. “Racial profiling does not refer to the act of a law enforcement agent pursuing a suspect in which the specific description of the suspect includes race or ethnicity in combination with other identifying factors.”1 Identifying and defining racial profiling simply on the basis of race can raise several issues.
