The articles failed for many reasons, starting with economic disorganization. The reasoning behind economic disorganization was because congress couldn’t regulate trade, which lead to a financial hardship of the nation. America was having issues paying off the debt after the fight for independence. Congress had no abilities to negotiate trading agreements between foreign countries, because each state has their own agenda and policies regarding import and exports. There were many powers within the Articles that made it nearly impossible to run the country efficiently and effectively with some resemblance of a unified country. For instance, congress could request states to pay taxes but did not have the power to enforce the states to actually or literally pay said taxes. There was also no system of federal courts, no provision to regulate interstate trade, and no executive power i.e. a sitting president who resides over the entire country. The country was crippled with post-war economic weaknesses and debt and with foreign trade still remaining restricted, the problem persisted which directly impacted the Army with being owed back-pay that the country could not afford to pay. The Articles of Confederation could also be determined ineffective. They did not provide a president, any kind of executive agency, or judiciary and they did not have any kind of tax base or way to pay off state and national debts. Document A shows how ineffective the government was because it was unable to impose taxation due to a very small minority. Rhode Island rejected the tax so the government decided not to put it into effect. If taxes had been put in place, some of the state and national debts may have been able to be paid off. The most blatant and detrimental of the Articles’ flaws was that they did not grant the Congress the ability to levy taxes. The only way for Congress to raise money was to ask the individual states for donations, and this left Congress extremely low on funds. During the years of the Revolutionary War the United States Congress incurred a very large war debt. The Congress owed $12 million to foreign countries, $27 million to the American people plus $12.5 million in interest. The individual states owed $21 million. The Congress was over $50 million in debt. Without the ability to levy taxes, the Congress was left with virtually no possible way of repaying their huge war debts. The American people began to get angry and uneasy with the unpaid debts.
The Constitution succeeded where the Articles of Confederation for one major reason was that it had created a government that was acceptable to those with the real power in early America. The Articles of Confederation, was a form of government that was a very radical, first of its kind, which did indeed prove to be unworkable. I believe the reason it was passed so quickly and was such a failure is because the citizens of this new and independent America were very quick to set up a government, as they were already involved In foreign trade, and had their own currency. I also believe that young America wanted to become the exact opposite of its primary mother country, Great Britain. This was an idea that “seemed good on paper” quite literally. The biggest problem of the articles of the Federatation it gave States more rights that what it gave to the Federal Government. The country was very leery at the time of having a very strong central government, the feared it would be just like when they were controlled by the King of England. The central government couldn’t collect any taxes; they could get money if the states donated it to them, so it made it impossible for them to be able to print up money, and also to build up the countries military. The government borrowed a lot of money to fund the Revolutionary War, and need to pay investors and other countries back, and with no tax money coming in it was impossible.
