According to the National Institute of Justice, recidivism is the recurrence of a crime on an individual who was incarnated. Recidivism occurs across the United States. In addition, within three years of being released, 76% of the ex-convict are rearrested for committing a criminal offense. (Durose, Cooper, & Snyder, 2014) This signifies that less than one-fourth of the individuals arrested are able to get back to their life and not be rearrested. Among all the individuals who are imprison, those who have criminal history, serious criminal offense charges, and lack supervision after being release are at the highest risk for recidivism due to the lack of empowerment, proper discharge planning, and competitive transitioning programs. Proper discharge planning includes inquiring about where the individual is going to live, how are they going to get there, and how to find a job or school that can teach basic skills that can help them find a job. According to Paige Paulson Study on Recidivism, discharge planning is imperative tool that it will prepare the ex-convict to succeed in their community.(Paulson, 2013) Paige Paulson also inform us about a mental checklist that was insisted in 2 jails offering the staff an excellent plan for them to follow, but it was more gear for individual who were incarnated with a mental disease. (Paulson, 2013) The federal or state government needs to develop proper guideline for the staff in the prisons to use. There are certain states requirements that make it difficult for offenders to get a job. For instance, Inmate program associate program requires a high school education, no Tier I within previous 6 months or Tier II conviction within the 12 months and have completed the standardized Inmate program associate training. ("NYS Department of Corrections and Community Supervision", n.d.) If they don’t complete any of these requirement, the offender would not be able to participate in this program. Because most of the funding is used for prison, transitioning program have limited funding and it is less important. Therefore, the government should invest less funding on the prison and spend more on the programs that can prevent offenders from being incarnated
