According to the National Institute of Justice, recidivism is the recurrence of a crime on an individual who was incarnated. Recidivism occurs across the United States. (Durose, Cooper, & Snyder, 2014) This signifies that less than one-fourth of the individuals arrested are able to get back to their life and not be rearrested. Among all the individuals who are imprison, those who have criminal history, serious criminal offense charges, and lack supervision after being release are at the highest risk for recidivism due to the lack of empowerment, proper discharge planning, and competitive transitioning programs. Proper discharge planning includes inquiring about where the individual is going to live, how are they going to get there, and how to find a job or school that can teach basic skills that can help them find a job. According to Paige Paulson Study on Recidivism, discharge planning is imperative tool that it will prepare the ex-convict to succeed in their community.(Paulson, 2013) Paige Paulson also inform us about a mental checklist that was insisted in 2 jails offering the staff an excellent plan for them to follow, but it was more gear for individual who were incarnated with a mental disease. (Paulson, 2013) The federal or state government needs to develop proper guideline for the staff in the prisons to use. There are certain states requirements that make it difficult for offenders to get a job. For instance, Inmate program associate program requires a high school education, no Tier I within previous 6 months or Tier II conviction within the 12 months and have completed the standardized Inmate program associate training. ("NYS Department of Corrections and Community Supervision", n.d.) If they don’t complete any of these requirement, the offender would not be able to participate in this program. Because most of the funding is used for prison, transitioning program have limited funding and it is less important. The tension between rehabilitation and punishment has been increasing dramatically. This is because there have been sharp rises in the prison population and repeat offender rates. When one area is over emphasized in relation to the other, there is the possibility that imbalances will occur. The problem with prison reentry has been going on for many years in the United States, as I discussed in assignments one and two. Recidivism issues can often be linked with reentry issues because when offenders are returning to society, they need to be prepared, which is something that our current criminal justice system is not trying to achieve. The United States of America is phrased by many, as being “the land of the free.” Yet, the Unites States currently has the highest per capita prison population than any other country. The United States makes up only 5% of the world’s population and of that 5%, 25% of our overall nation’s population is currently incarcerated. A few factors that attribute to our high rates of incarceration include, sentencing laws: such as mandatory- minimum sentencing, lack of initial deterrence from crime, the war on drugs and the presence of recidivism. With our ever growing incarceration rates and the cost of housing individual offenders averaging $22,000 a criminal justice agenda. Many programs have been implemented in our prison system to help reduce the recidivism rates. Programs such as educational/ vocational programming, reentry programs, substance abuse programs and subsidized employment are among many programs in which have been proven effective. Yet, due to costs deficits, the clock is ticking to find evidence based programs to invest in. So, the question currently being sought after is, which method is most effective in reducing recidivism rates?
Given grim post-release arrest rates, it’s hard to understand why our government is not doing more to help those transitioning from incarceration to life on the outside. It doesn’t make sense for taxpayer dollars to go towards incarcerating people over and over – it seems that the money could be better spent improving rehabilitation programs for inmates. Increased funding for programs aimed at helping former inmates transition to life on the outside would likely lead to better outcomes for those individuals, fewer crimes being committed, and lower recidivism rates. One would hope that our society would want to see people who are incarcerated serve their time, get rehabilitated, get released, and become productive members of their communities.
Employment is always an issue when it comes to an ex-offender. This topic is worth investigating because recidivism is a current problem in the United States and it usually takes place because the justice system fails to prepare their inmates for what life will be like. Are US prisons truly effective when so many prisoners are committing new crimes upon release? It is for the better interests of American safety that some prisoners are locked up for life, but this should not include the constant return of re-offenders. The life of most convicts involves committing a crime and being sentenced to jail only to repeat the same process again. Many re-offenders see incarceration as a ticket to a place to sleep and food to eat.
