There was a sort of “exchange” between the government and citizens. Citizens work and in return they receive financial assistances. Many Americans suffered loss and fear; therefore, former President George Bush’s goal was to heal and comfort the nation by persuading them to see the light within the darkness. Bush’s speech was a success because he showed America’s togetherness and solidarity by creating an emotional connection to the audience; moreover, by responding appropriately to the attacks, he presented himself with a leadership and role no one else could take.

Yet, as America slowly rose back to becoming prosperous and wealthy, a significant chunk of America's population stayed below in the transitioning social system. The welfare system started to become counterproductive to the government so that, in the 1990s, Clinton hastily came up with legislation to end welfare, more famously known as the Welfare Reform Act of 1996. This road that Clinton led ended in a downfall as more people than ever before are now dependent on the federal government for food, housing, and income. On September 11, 2001, America was attacked by terrorists. Before this traumatic event, one could not even imagine someone doing such a thing. When this event occurred everyone had been unaware and continuing their daily activities only to be stopped by this life changing news. The president at the time was George W. Bush. Doing day to day activities like the rest of us, he was reading to a second grade class that bright Tuesday morning. Upon hearing about the news, he was utterly shocked along with the rest of America. At approximately 8:40 p.m., which is around 12 hours after the event, he gave a speech to address this horrendous event. President Bush had successfully created a sense of unity and security throughout the country with his speech by using ethos, pathos, logos, tone and imagery.

Welfare was accepted as a success and continued for almost sixty years. In the 1990’s Americans began to question the effectiveness of the government welfare system. In 1992, President Bill Clinton took office. One of his main problems to address while in office was the corrupted welfare system. After four years of brainstorming and planning, the United States Government decided upon how to eliminate the corrupted members of society from collecting government welfare.

Accordingly most information I have is from databases and news reports or speeches over it. However a lot of these areas of information can be biased which is something to avoid. To evenly space the information I will supply you with I am going to split it up into two halves. The first half will be the history of welfare and how it affects the country. The second half will be over the statistics and who all is eligible for welfare.
