CASE SUMMARY: An officer spoke to an 18 year old female UW Oshkosh student who wanted to report that she was sexually assaulted in Fletcher Hall by a 19 year old male UW Washington County student. The male was referred to the District Attorney’s office for 2nd degree Sexual Assault. CASE ORIGIN: On Sunday, December 6, 2015, at about 11:03 AM, I was dispatched to Fletcher Hall to meet with a female that wanted to report that she was sexually assaulted. I was told that I would be meeting her in the Resident Hall Director's (RHD's) office. This was reported to our department via telephone by Community Advisor (CA) REBEKAH MULLIKIN. Bond stated that she did have a tampon in prior to the sexual assault but her and Zapfel had thrown it away in the dumpster. Bond stated that the room was "a mess" when they woke up so they cleaned up the room without thinking about evidence. I asked Bond if she had wiped down anything with cleaning materials. She stated that she only cleaned hers and her roommate's desks. I asked Bond if she could show me where the sexual assault took place in the room. Bond, accompanied by her grandmother, walked me to her room and allowed me inside the room. There was a futon along the right side wall when entering the room. Bond stated that was where she was sexually assaulted. I asked Bond if there were any blankets or pillows on the futon when the sexual assault occurred. She pointed to her lofted bed, which was along the left side wall when entering the room, and stated that her pink/white comforter and the gray pillow were on the futon during the sexual assault. There were 2 foot rests/containers next to the futon. I saw at least two stains on the lid of the foot rest that was closest to the window. I asked Bond about this and she stated that she didn't know what those stains were from and that they were not there yesterday.
