Institutionalism Institutionalism rejects neorealist claims that the international system is characterized by anarchy. Rather, it is more accurate to think of international system as made up of rational states that exhibit growing interdependence. Interdependence creates incentives for cooperation among states as it offers mutual benefits to all parties engaged. States learn cooperation through reciprocity or are forced to cooperate for sake of securing public goods. Institutionalists also focus on the free riding problem, which assumes that nations will tend to cheat and not do their part in producing public goods. International institutions, such as the United Nations or World Trade Organization, can help in establishing and sustaining cooperation among states by reducing transaction costs, helping with monitoring (free riding problem), and offering third party mediation. Kant assumed that states would act in self-interested ways and that repeated interactions would eventually lead to an expanding zone of peace – for example NATO. Like Kant’s theory, the Prisoner’s Dilemma is a model that posed that after continued repeated interactions, states would realize that it’s in their best interest to cooperate. Economic interdependency, also known as functionalism, proposes that states take cooperative ventures in nonpolitical areas such as the economy and security. This in turn will lead to greater interdependence and eventually, greater peace. Realism is a theory which believes that sovereign states are the primary actors in the international system. It also believes that the international system has always been anarchic due to the nature of states not trusting each other and each state seeking to gain or maximize its own power capability. The Realist approach to the Cold War was also that of an “anarchical constitutive” and had seen the Cold War as something that was not out of the ordinary. IGOs are voluntary associations of sovereign states established to pursue many objectives for which states want to cooperate through sort of formal structure and to which states are unable to realize by themselves (Miller, 1994). There are hundreds of IGOs in today's world which are significant in their respective fields. They are created by treaties and negotiations which mainly reflect preferences of stronger states. Especially stronger states create IGOs because they need them to protect their interests. By and large, decisions made by IGOs are the product of negotiations among the governmental representatives assigned to them. Basing policy decisions on human nature, the state looks to maximize it’s power and security within its geographic location. Realism is one of the main theories within International Relations. It provides the view that all actors within the international system act on their own self-interests to gain power. This essay intends to discuss its usefulness as a theory and the reasons for and against it being used to analyse world affairs. Firstly, it shall discuss how the theory is advantageous as it explains how shifts in the balance of power can lead to conflict however it is unable to explain why the distribution of power changes.
