Social Work/ Welfare History
In 1906, in-school social work programs were integrated into New York City schools with hopes to bridge the gaps between the schools and communities in which they served. Since then in-school social workers have become more than just school and community liaisons but also the caseworkers, confidants, youth program advocates, as well as truancy reporters. In 1946, the National School Lunch Act was established and signed into law by President Harry S. Truman. This policy mandated “Cash and commodities be supplied to the states, municipalities, and schools to ensure that poor children have adequate midday nutrition” (Baker, 1995). Furthermore, the policy made it possible for disadvantaged students to have the basic need of food met while they were in school. The National Lunch Act also initiated the Pilot Breakfast Program that launched in 1966 that stated, “Schools were required to serve the meal free of charge or at reduced charge to children who were unable to pay the full charge, and as in the case of the school lunch program, there could be no segregation of, or discrimination against, any child because of inability to pay” (in-text citation).
Collectively these programs are considered to be the blueprint for the current Healthy, Hunger Free Kids Act enacted in 2010. Established in 2010, the Healthy, Hunger-Free Kids Act revised the National School Lunch Program’s policies ensuring that children receive a nutritious lunch in school. These changes included offering fruits and vegetables, whole-grain foods, low-fat dairy products and limit calories, saturated fat and sodium (Fisk). Studies show that many children benefit greatly from well-balanced meals during the day.

This article by Great Schools is addressed to parents considered about the current school lunches provided to the children in their district. Unlike any other source, this one focuses solely on 3 organizations that advocate. The diversity of the listed projects gives an opportunity to expand on different approaches to solve the various problems of the lunch program. However, there is no attempt to address the current issues of our system, requiring a previous understanding of how the school lunch system currently operates.
The Hunger-free kids act is a nutrition program that provides all children with healthy food in school and to low income families. Because of this act schools are playing a larger role in children’s health. Included in this legislation other programs that focus on hunger has come into play such as: Special Supplemental Nutrition Program for Woman, Infants and Children (WIC), Child and Adult Care Food Program (CACFP), Summer Food Service Program, After School Meal Program and the Supplemental Nutrition Assistance Program Education (SNAP-Ed). Since the implementation of the Healthy Hunger Free Kids Act of 2010, many school nutrition programs have had challenges in meeting the new standards. Several districts across the nation have indicated a decline in lunch meal participation and financial viability as a result. However, during this time, SLA Management experienced the majority of its growth in the number of schools under contract and, more importantly, the number of meals served. Our meals have always been both tasty and nutritious. Fact is, kids love them!
In order to maximize our program’s ability to provide nutritious meals and snacks, we participate in the federal school nutrition programs, which includes the National School Lunch and School Breakfast Programs. According to the Department of Agriculture, the National School Lunch Program is a federally assisted meal program for public and nonprofit private schools and residential child care institutions (2015). It provides nutritionally balanced, low-cost or free lunches to children each school day. On the same note, our program participates in School Breakfast Program. During the Great Depression of the 1929, people were out of work and could not take care of their families. There were “Hoovervilles” all across the country. They were named after President Hoover. President Hoover did not believe that the government should take care of the people. He felt that if the government stepped in it would take away the people had for themselves. In 1932, Franklin D. Roosevelt, Governor of New York, was elected President of the United States. He immediately started his first “New Deal”. The government stepped in and helped the people. That is when the Welfare System was born. It started as a way to get the country out of the depression. The depression lasted ten years and the country was changed forever.
Will The Healthy, Hunger-Free Kids Act recently signed into law on December 13, 2010 by President Barack Obama be able to deliver healthier meals in the schools nutrition programs or will the bill overwhelm struggling school districts with additional unfunded mandates? Schools confront difficult issues on a daily basis that affect the learning ability of their students: struggling economic conditions, students from poor families, increased food insecurity across the country, and constant pressures to increase student performance. In America today, just over ten million people are on unemployment insurance, one hundred and ten million people are on welfare, and the total government spending annually is around one hundred and thirty billion dollars (Welfare Statistics). The welfare state is a political system based on the proposition that the government has the individual responsibility to ensure that the minimum standard of living is met for all citizens. Specifically, in the matters of health care, public education, employment, and social security, the welfare state assumes all responsibility. According to John Rawls, “In a just society the liberties of equal citizenship are taken as settled; the rights secured by justice are not subject to political bargaining or to the calculus of social interests. The only thing that permits us to acquiesce in an erroneous theory is the lack of a better one; analogously, an injustice is tolerable only when it is necessary to avoid an even greater injustice“(Rawls). In the 1840s, Otto Von Bismarck, the first Chancellor of Germany, was the father of the modern welfare state. He built the program to win over the support of the working middle class in Germany and ultimately reduce the outflow of immigrants to the U.S., where welfare did not exist (Welfare State). In the United States, not all companies provided workers with benefits, thus the workers appealed to the government, giving rise to the first form of welfare capitalism.
There are many reasons to why social care has departed from its history. Only three of these reasons will be mentioned and explained in this essay. The first key reason was the exposure of abuse and neglect people faced while living in residential homes run by the church. This resulted in the movement away from religious control to the HSE having control. This could be one reason why social care departed from its history to develop a distinctive identity.
Welfare has been a safety net for many Americans, when the alternative for them is going without food and shelter. Over the years, the government has provided income for the unemployed, food assistance for the hungry, and health care for the poor. The federal government in the nineteenth century started to provide minimal benefits for the poor. During the twentieth century the United States federal government established a more substantial welfare system to help Americans when they most needed it. In 1996, welfare reform occurred under President Bill Clinton and it significantly changed the structure of welfare. Social Security has gone through significant change from FDR’s signing of the program into law to President George W. Bush’s
109,631,000, that is the number of Americans that lived in households that received benefits from one or more federally funded "means-tested programs" — also known as welfare — as of the fourth quarter of 2012, according to data released by the Census Bureau.( Jeffrey 1) This is my objective to tell the history and statistics of the welfare system in the U.S. There is no lack of information on the topic of welfare due to it being a topic of politics in the nation. Accordingly most information I have is from databases and news reports or speeches over it. However a lot of these areas of information can be biased which is something to avoid. To evenly space the information I will supply you with I am going to split it up into two halves. The first half will be the history of welfare and how it affects the country. The second half will be over the statistics and who all is eligible for welfare.
During the early nineteenth century poverty was major issue, the Poor Law passed earlier in the Tudor period put responsibility on local parishes to pay tax to help the poor. However, over the years the financial strain on parishes became too much and in 1834 The Poor Amendment Act was passed. This was to help reduce the cost of looking after the poor and it was to stop the payment of tax unless you had special circumstances. If the poor wanted help they had to go in to workhouses and work, in exchange for clothes, food, free healthcare and a few hours of schooling for children. The poor had no choice but to go in there for help. On one hand The Poor Amendment Act 1834 was good as it gave the poor free food, shelter, healthcare and education for their children. However, the conditions in the work houses were made so awful that people would avoid going in there unless they were really desperate. The diet was bad, families were spilt up and the people in there had to wear uniform.
In today’s modern society, the United States faces many public policy issues, whether those issues include social welfare, immigration or even environmental issues. Congress receives numerous issues on public polices every day, but they cannot handle and solve every issues that comes across their daily agenda, nor can they satisfy every person in this country. Congress prioritizes on those issues that are more important and relevant to find a probable solution too. A growing issue we see that in today’s society are issues in the social welfare system. Social Welfare has so many issues within some of those issues include the food stamps, and even in the healthcare system. The matters in social welfare requires every individuals help to resolve, not just congress. The second major public policy issue we face in American today are within the Public Assistance Programs. Those programs include the SNAP, SSI, and even the TANF program.
From the colonialization of America to the present, social welfare has evolved tremendously. American values during each era helped determine how the poor were to be treated. Values such as Puritan work ethic, felt that if you were not working then you were immoral. Two other values that were prominent in American’s history are individualism and capitalism. Individualism is the belief that one can succeed without the help of others while the capitalistic view felt that a free market system would help create jobs. The Judeo-Christian value comes up in our history as well and says that those who are deemed worthy morally deserve the help of others. These values shaped perspectives on social welfare. One perspective called the problem centered approach feels that it is the individual’s actions are to blame for their poverty. The other perspective is the conflict approach where it is believed that things out of our control cause poverty. This could be an economic downturn or policies that affect individuals financially.
