In a society where it is not unusual to see a ten year old child smoking a cigarette in public, where large tobacco companies sponsor all big sporting events and where smoking advertisements are everywhere you look, how can it be understood that what is going on is a form of suicide. Smoking is comparable to a serial killer; a cigarette acts as the weapon used by tobacco companies and its victims subjecting themselves by their own free will to participate in the crime.

This event was, until this law was passed, advertised (on billboards, in magazines and on television) all over Montreal. Bill C-71 was an attempt at preventing teenagers from seeing these advertisements, as the government believed this to be an important factor in the growth of youth smokers. This advertising influences attitudes towards smoking tobacco products and their use. This affects the effectiveness of tobacco control programs, especially when it is aimed at young people. Therefore restriction on these promotions, such as the new act of law to ban tobacco sponsorship programs, is also to be a source of protection for children and youth from marketing activities that makes them to try the product.

Tobacco is one of the world's dangerous drug which is haunting human lives to death. Over a billion adults are addicted to this drug and wasting their money, time and health. Nowadays there has been an ongoing debate/discussion among many people about the role of government in restricting the usage of Tobacco and thereby safeguarding the health of the public. It has been proven that it is unhealthy and life threatening for anyone to smoke. According to the article “Smoking” it states, “Medical evidence has established that cigar and pipe smoking can cause cancer of the mouth and that cigarette smoking is linked directly with lung cancer.” This shows that smoking is very dangerous and it shouldn’t be legal to sell any kind of smoking products and put somebody’s life on the line. From the same article the author explains that the risk of dying from cancer increases around 20 to 30 times for a heavy smoker than for a nonsmoker, and the author also directly indicates “In general, a person’s risk of developing a tobacco-related cancer depends on how long that person has been smoking, the number of cigarettes smoked per day, the tar content of the cigarette, and how deeply the person inhales the smoke.” (“Smoking”). Yes, it can be argued that it is the consumers fault for investing in the drug, however most tobacco and smoking related companies do target everyone including underage children to buy their products despite the fact that they know it can put a person’s health at risk. Many companies find ways to attract and encourage young teens to start smoking and occasionally that order is proceeded illegally.

One of the largest issues today is adolescent smoking. According to a heath based website, nearly 90% of adult smokers start while they are still teens and they never intend to get hooked. They may start by bumming a cigarette or two from a friend at a party, and then go on to buying an occasional pack. Soon they realize that they can't go without that pack. They've gotten used to reaching for a cigarette first thing in the morning, after meals, or during any stressful time. They become addicted, both physically and psychologically. According to the American Lung Association, each day 6,000 children under the age of 18 smoke their first cigarette. Almost 2,000 of them will become regular smokers – that’s 757, 000 new smokers annually!
To illustrate, several studies have identified social controls whose absence has caused adolescents to experiment and initiate in tobacco use. Starting at home, the influence of parental attitude and behavior toward adolescent smoking has a major impact on adolescent smoking. Newman and Ward (1989) sampled 735 students from 12 schools in and around one moderately sized Midwestern city, 18.5% of the sample were smokers. In this study, Newman & Ward asked the students questions via a questionnaire in order to rate the parental attitudes. One question asked was, "With regards to my smoking cigarettes, my parents/guardian would: threaten to punish me if I smoked; haven't told me how they feel if I smoke? ; have told me they don't care if I smoke" (Newman and Ward, 1989, p. 150). Two-thirds of the students reported that both parents would be upset if they smoked. An interesting note was that about two-thirds of the nonsmoking adolescents reported parental disapproval versus one-half of the smoking adolescents.
