The Communist Party of the Philippines (CPP) is a communist party in the Philippines and was established on December 26, 1968. The CPP and NPA have been operating against the Philippine government and maintain its violent political ideology currently (Stanford, 2012). It aims to overthrow the Philippine government through armed revolution with its direct leadership over the New People's Army. Inspired by Chinese Communist revolutionary, Mao Zedong, the NPA pursued protracted guerilla warfare against the Philippine government starting in 1972, determined to let public force and opinion overturn the government. The NPA solidified their aims to overthrow the Filipino government and replace it with a Communist state once the group was dependent from the CPP and China's material support. Peacekeeping negotiations between the Filipino government and the NPA began in 2007, yet all signed agreements and accords have not proven to be long-lasting nor successful due to breaches of the peace by rogue factions within the NPA. Due to these peacekeeping attempts, the NPA is no longer funded or supported by China. CPP and NPA had to find new ways to get financial support and the current means of financing are extortion, taking revolutionary taxes from unions and businesses, communist parties in Western Europe, and the Japan Communist Party (Stanford 2012)
Operational Environment: The CPP and NPA operate throughout the Philippines in attempts to draw more local support for their cause.

The Chinese Communist Party took control of the government in 1949, after defeating the Nationalist party and its un-communist policies, laws, and views. During this time period WWII was also going on bringing with it new ideas and technologies that changed China for better or worse. With this change the peasant class experienced a major shift in rights, power, and influence. The Chinese Communist Party and the peasant class between circa 1925 and circa 1950 had a relationship that greatly benefited both sides, the Chinese Communist Party empowered the peasants and advocated for social and economic equality which strengthened the anti-japanese viewpoint and instilled a sense of nationalism.

Looking back to the previous government systems in different periods in Philippine history, we can see that our present government system is somehow shaped and patterned from the previous systems that prevailed in our country. Pre – historically we have seen how they established their government and basically, we can say that it is far more primitive than the present system that we have. However, the basic principles like the consultation of the datus to the elders can somehow be seen in the present by the presence of political advisers where our president consults aside from the members of the senate and the congress.
