Various factors like the nature of bureaucratic organizations, unsuccessful diplomacy, lack of military actions, legislators, the uneven structure of the Federal government, advances in technology, backdrops of police surveillance, and policy formation promote organizational problem s in U.S intelligence communities. Intelligence officials and law enforcement experts have made conscious effort in handling terrorist threats before 9/11 attack. Unsuccessful diplomacy and the uneven structure of the Federal government accelerated organizational problems and absence of information sharing among the intelligence agencies. U.S Intelligence strategies have failed to recognize their new enemy and intelligence agencies lacked resources and manpower. U.S Intelligence agencies like CIA, FBI, and National Security Agency have faced organizational crisis from the side of Federal government and bureaucrats, and this organizational crisis contributed failure in their activities.

The 9/11 terror attacks is one of the historical and fatal events that changed the United States of America forever, especially in relation to terrorists and terrorism. While these concepts were on the minds of very few people in America's population before the attacks, the 9/11 incident made terrorism to become one of the major concerns for the whole nation. This is despite of the fact that they were carried out in New York City, Washington, and parts of Pennsylvania. Since it was a major concern, the terror attacks dominated all kinds of media and contributed to increased security measures for average Americans. Moreover, terrorism currently provides a major threat to global security that any time in American and global history (Dyson, 2001, p.3). As a result, it has become a fundamental aspect for law enforcement agencies and their initiatives, particularly with the rapid technological advancements.

During 9/11, communication between the three departments of justice was subpar at best, they ended up panicking at crisis and were not able to come together as a group, but stay as individual squads. Some forms of communication were good though, face-to-face communication proved to be best fit in the buildings and firefighters were able to understand where to go to save more lives. Lack of communication during 9/11 exposed the problems between departments in New York, which ultimately caused greater loss of lives inside the twin towers.

However, this all came to a screeching halt when 19 militants known to be a part of the Al-Qaeda terrorist group hijacked four planes for the purpose of destroying targeted areas in the United States. As a result of the deadly attack on the United States, security measures drastically changed. Although, security measures throughout the United States have been in place, extreme caution came into effect. All departments looked at different measures to improve preventing terrorists’ attacks.

In order for the United States of America and its allies to live a life free of terrorist threats, they need to counter violent extremism and terrorism with swift and deliberate prevention efforts world-wide.
