The Libyan Islamic Fighting Group was formed in the early 1990s and officially announced its existence in 1995 (LIFG n.d. para. 4). The Libyan Islamic Fighting Group originally formed in Afghanistan and then relocated to Libya where its goal was to overthrow Muammar Gaddafi who was the president of Libya at the time and to restore the regime with a hard-line Islamic state. The Libyan Islamic Fighting Group for years has worked in secrecy in Libya. At the time they only had a few hundred members. Then in 1995, the Libyan Islamic Fighting Group launched a low-level insurgency.

One of the many roadblocks will be the field of view due to the mountains. By having areas that are difficult or impossible to see past, this will limit the type of security the United States Military can provide. Another obstacle that the terrain presents will be the roads. Due to many roads being unpaved, traveling in or around town will be limited to the type of vehicle that is being used.
