Modern terrorism, as deduced from this literature, is acts to violence strategically used by secular groups spanning international borders with the aim of achieving a desired outcome. Further, it can be seen as organized activity whose genesis can be traced back to the 1880’s. From then to now there are identifiable traits and patterns observed from different (terrorist) groups which have allowed for the conceptualization of the term modern terrorism. This concept therefore, can be best explained in the context of being a wave or having a life cycle. The word ‘terrorism’ can be traced back to the French Revolution and the reign of terror committed against the population of France in the 1790s. During this time, thousands of people were killed and the general population was severely oppressed. Also, some of the first instances of terrorist tactics, such as assassination and intimidation, were witnessed in the killing of prominent officials and other opponents of the Revolution. In general, terrorists aim to incite fear in the population through pre-meditated violent acts and gain publicity as a medium in achieving their goals. Such acts include taking hostages, bombings and assassinations, all of which create fear and compliance in a victim or audience. Terrorism can be distinguished from other types of political violence through its disregard for and intentional harming of innocent civilians. Also, terrorists usually adopt a state of mind where one side is always good and any opposition is bad and deserves to be punished. As a result, terrorists will always have some supporters who share the same radical thoughts as them and thus terrorism, as a whole, will always be accepted as a legitimate use of violence. This is the reasoning behind the famous phrase by Gerald Seymour, “One man’s terrorist is another man’s freedom fighter”(QUOTE

For our purposes, we will use the Title 22 of the US Code, Section 2656f(d), to define terrorism. It defines terrorism as “premeditated, politically motivated violence perpetrated against noncombatant targets by subnational groups or clandestine agents” (Central Intelligence Agency, 2013). Examples of terrorism persist on a near daily basis around the world. Unstable countries, such as Afghanistan and Syria, deal with terrorist attacks on a constant basis. Terrorism is defined as an act of violence that is committed by an organization or a single person in order to be heard. Terrorist acts are usually based on a couple factors such as, historical grievances, foreign policy decision, poverty, and religion. Terrorism is not a new act amongst the world but something that has been around since the beginning. To understand a criminal you must think like a criminal, and understand why they committed a crime or a violent act, then you can prevent and conquer.

Tactics to induce terror in pursuit of a political goal have been utilized by a multitude of organizations across the globe. This method of power control is known as terrorism, and due to its impact and unpredictability, it is highly feared and monitored today in the 21st century. Attacks of this nature stem from radical beliefs of religion, ethics, or other politics, and have been carried out globally, ranging from the 9/11 attack in New York City to the 2015 shooting in Paris, France. Terrorism over recent years has grown despite an abundance of efforts by many nations and international organisations to stop development of such groups. This growth is partially attributed to advances in digital technology and the furtherment of communication techniques, such as social media and web-based content, which has allowed for the spread of these radical ideas across the planet making it difficult to control the advancement of these beliefs (Council on Foreign Relations, 2009). Terrorism will never be able to be fully stopped due to the abstract nature and ideology from which terrorism originates.

Terrorism is an act of violence, usually done in the public sphere, which is used to incite fear in a population in order to coerce change in public opinion or a government’s position on an issue. In many parts of the world, groups wage war with their countries, either to separate from the government or to overthrow it entirely. Sometimes these people are treated unfairly by their government, and their struggles are justified. Other times, these groups use violence against both military and civilian targets, terrorizing innocent bystanders to get what they want—these groups are terrorists. Often, though, it is difficult to tell the difference.

The word “terrorism” was first used during the French Revolution when British statesman Edmond Burke used the term to describe the actions of the Jacobin-dominated French government. Under the leadership of Maximilien Robespierre, thousands of people that were said to be enemies of the state were put on trial and then executed by use of the guillotine (O 'Connor, 2006). Due to its changing nature and different political viewpoints, terrorism is hard to define. Most definitions tend to include some form of fear created through an act of violence. While violence is the tactic, the goal is fear which will serve to create a desired change as a result. However, this definition has not always been appropriate for terrorism. The Central Intelligence Agency defines terrorism as “premeditated, politically motivated violence perpetrated against noncombatant targets by subnational groups or clandestine agents” (CIA). This term was specifically created to differentiate terrorism between other acts of violence. These doings of terrorism are not just any act but are specific acts of violence. A dominant reason behind terrorism tends to fall upon religious beliefs and culture ties.

In the past 20 years the United States along with the world have entered a period referred to as “New Terrorism” (Kurtulus, 2011). This new type of terrorism is generally indiscriminate, networked, based off religious ideologies, and committed by individuals and factions with little to no organizational structure (Kurtulus, 2011). The problem with the individuals who commit this new type of terrorism is that they are generally indiscriminate and do not necessarily have a selected target. The victims of these attacks are generally thrown into disarray with little to no explanation on why they occurred.

There has also been long time assumption among professionals and average citizens that terrorists are ‘mentally ill’ individuals. However, there is yet again no evidence that supports that theory. As a matter of fact, there is countless examples in history that counters that said theory of being ‘mentally ill’ and this article provides those examples; as well as, providing the avenue in which an individual can and has been radicalized. Terrorism in the twenty-first century has some similarities and differences from terrorism in the twentieth century. Terrorism is, in its broadest sense, the use or threatened use of violence in order to achieve a political, religious, or ideological aim. Also useful to remember that because the two entities involved, the terrorists and the terrorized, are on the opposite end of the political, religious or ideological continuum, the same act is viewed by them differently. There is much sense in the phrase one man’s terrorist is another man’s freedom fighter.

The history of terrorism can be traced back as far as the French revolution. Some of these acts of terrorism only seem as distant reminders of our past, but at the same time, are not a far cry from today’s brutal acts; and although these acts seem distant, it doesn’t also mean they are no longer in the thoughts of individuals in today’s time.

Think of the word terrorism. What is the first thing that comes to mind? One might think of kidnapping, assassination, bombing, or even genocide and guerrilla warfare. Terrorism, which has been around for as long as people can remember, has been on the rise for the past ten years. Terrorists usually use murdering, kidnapping, hi-jacking and bombings to achieve their political purpose. For instance, according to Wikipedia.com (2006), in 1985 816 deaths, then in 2003, more than 1,000 people died by terorist acts around the world. In recent years, terrorism seems to be at a new height and attacks are much more violent than in the past. Unfortunately, in spite of many anti-terror campaigns, projects and organizations are being created for prevention (to prevent) terrorism, the number of terrorists only is increasing.
