Description of the Problem
Local police are being overly co-opt by federal law enforcement agencies. They are directing too many resources toward protecting the nation’s borders and other federal duties. It is a belief held by some that local police are becoming too militaristic in nature by using military-style weapons, tactics, training, uniforms, and heavy equipment. This notion makes local police no longer a benefit for the community. A number of attacks on American soil have demonstrated this nation’s vulnerability to both foreign and domestic terrorist. The Federal Bureau of Investigations defines terrorism as the unlawful use of force against persons or property to intimidate or coerce a government or its population to further political or social objectives.
Race, Trust, and Police Legitimacy
According to Horowitz, research consistently shows that minorities are more likely than whites to view law enforcement with suspicion and distrust. Minorities frequently report that the police single them out unreasonably. They believe it is because of their race or ethnicity. How the public views law enforcement on the lawfulness and legitimacy of their duty are an important criterion for judging policing in society. Lawfulness means that the police follow and perform their duties with constitutional, statutory, and professional standards. Legitimacy is the public 's willingness to recognize police authority within society. (Horowitz, 2007)
The racial and ethnic minority’s
In a review from a book that Holmes and Smith published, the importance of stereotypes is underlined. Drawing to some degree on theories that see police violence as the result of “threats” that police officers experience during encounters in minority neighborhoods, the authors suggest that the idea of threat is in large part based on prevalent stereotypes. These stereotypes are not just employed by police, but are also used by members of minority groups. Whereas police often experience heightened anxiety and fear responding to calls in minority neighborhoods, minority residents experience similar emotions when confronted by police. Minority members often perceive police to be highly biased and to resort quickly to violence.
Many black communities throughout the U.S. have a complete lack of trust in law enforcement due to the dangers of being profiled, and this lack of trust is mainly active in the poor black communities. Many of the individuals of black communities feel this type of distrust because when police are present in these communities, they are viewed as an “occupying force coming in from the outside to rule and control the community” (Washington). More times than not racial profiling has often led to police brutality, all the more reason why there is no trust between those that reside in black communities, and police officers.
As difficult as their job may be, and as big a toll as it may take on them emotionally, it is important to bear in mind that police officers are normal human beings with normal brains and mental processes. Consequently, they are prone to make the same stereotype-biased judgments the rest of us are. Because they are often operating under conditions of uncertainty, high discretion, and stress and threat, the pervasive stereotypes linking Blacks and Latinos with violence, crime, and even specifically weapons are likely to cause them to make misattributions in seeking to disambiguate the intentions and behaviors of citizens. This can lead to racially disparate rates of stops, searches, arrests, and use of force. Several interventions that aim to reduce bias or discriminatory behavior at the individual level warrant further investigation in the policing context. Law enforcement and minorities have long been the focus of the criminal justice injustice within the United States. African Americans, Arab Americans, Asian Americans, Native Americans, Hispanic and Latino Americans are a number of communities in the United States along with Caucasian or non-minorities as a whole, which make up a large portion of the United States. Racial discrimination has been a large factor the criminal justice system has been plagued with for many years. In the book Just Mercy, authored by Bryan Stevenson, Stevenson details his life’s work to help those who were wrongfully convicted and biased towards in sentencing. A big part of the book is related to racial discrimination among officers. Analytically I will be looking at the question of whether the relations between the police and minority and non-minority communities differ. I will look at number of factors related to traffic enforcement practices, use of force and arrest of minorities and non-minorities in determining if there is any differences among police community relations.
This paper provides an overview of the problems facing the police in their efforts to improve relations with minority communities in the United States, as well as a survey of previous research and existing literature on cultural diversity
There is recent controversy over police use of force, especially in minority communities such as in African American communities, Hispanic communities, and other publics with large populations of minorities. Increased levels of force among these communities have created challenges for police departments. These challenges include a lack of trust from the community towards law enforcement officers and an absence of respect creating situations that lead to police use of force. There are already various programs in place that attempt to decrease this challenge by educating the public, respecting one another, and giving those who were on the wrong track second chances. A combination of these solutions and the implementation of more of them would decrease the number of contacts between police and minorities that lead to the use of force (Roberg & Novak, 2014).
Each year citizens die in encounters with law enforcement officers. It is reported that “Americans are eight times more likely to be killed by a police officer than by a terrorist” (Rucke, 2013). Although there is no official data base tracking these occurrences it is estimated that between 500 and a 1,000 people are killed by police officers each year. To put this in greater perspective this number equals approximately 5,000 since the 9/11 terror attack which is roughly the same number as U.S. soldiers who have been killed in the line of duty in Iraq (Rucke, 2013). This statistic is justifiably concerning. The cause of police related killings are multifold and cannot be attributed to only one factor. Many deaths may be unavoidable and perhaps, dependent on the situation, necessary. I contend, however, that many of these deaths may very well be preventable.
Recently, there has been much in the media about clashes between African Americans and the police. Two such cases, being the shootings of Michael Brown and Laquan McDonald - both incidents resulting in public outrage. These cases result in questions about racial profiling by police. Through research, it is clear that African Americans are the target of racial bias by many police departments in the United States; in order to remedy this situation, law enforcement agencies need to (and are beginning to) undergo scrutiny on their interactions with the public and, additionally must receive training on diversity.
One of the most polarizing policy issues in the United States is the process of using race, ethnicity, and/or national origin by law enforcement as a chief predictor of criminal behavior. In the presence of social media and modern technological innovation, there has been increased documentation on the very problematic ways in which police officers use their position of authority against minorities. The countless cases of murder and police brutality have prompted national dialogue regarding to what extent race should be used in methods of policing. 8). Therefore, although the attacks of 9/11 generated alterations in our national defense strategies, it additionally adjusted law enforcement policies immensely (Brooks, B. E., 2010, p. 113). It is now more common to have squads of police officers, such as SWAT teams, with specialized training in preventing future terrorist attacks. With exceptions to some officers at the local level, many of these specially trained teams are made up of state and national law enforcement. There are several local law enforcement agencies throughout America that do participate in anti-terrorism training, but on a larger scale many of these local departments lack the necessary training needed to prevent such threats. Therefore, local police departments, who lack special training, depend on the departments that are qualified to aid them. Likewise, the training these lower level law enforcement officers obtain varies greatly than that of state and national law enforcement. Despite the quantity of officers in local law enforcement departments, it is essential that each individual officer undergoes the preparations that are essential to be well equipped for reacting to a threat of terrorism. These preparations are crucial in that local law enforcement officers are often the first responders to these attacks, therefore they should be familiar
Cooperation from members of the public is important in order for police officers to effectively fight crime within the community. In order to obtain cooperation from members of the public, police officers must gain their trust and confidence. It has been known that African Americans and Hispanics have lower levels of trust and confidence in police because of racial disparities and racial profiling. This paper will discuss the public opinion of police by different ethnic groups and how racial minorities hold lower levels of trust and confidence in police.
What are the strengths and weaknesses of leaving the primary responsibility for police protection to local governments versus the federal or state government?
It has been consistently shown in research that minorities are more likely to be mistreated by the police compared to other people (Dunnaville, 2000). Recent incidents have seen the police use excessive force on people and mistreat minorities. As such, the legitimacy of the police has been put under scrutiny and questioned. Many communities in the United States have demonstrated in reaction to recent incidents of police misconduct and excessive use of force. The people have lost trust in the police because of these issues. The police force has been accused of mistreating people, sexual harassment, violent and careless arrests among people particularly the minorities. As demonstrated in the movie ‘Policing the Police’ police officers are seen mistreating people for instance the scene where the police sexually harassed a teenager by touching sensitive areas. Community members are not willing to trust or work with the police to fight crime. As such, it is critical for the police agencies and department to make improving police-community relationship a top police priority. Policies should be developed that will strengthen the mutual trust between the police and the community. This relationship is critical because the police depend on information from the community to fight crime in the society.
