2.3.1. Processes
The process of decentralization redefines structures, procedures and practices of governance to be closer to the citizenry and to make them more aware of the costs and benefits; it is not merely a movement of power from the central to the local government. It is the central government has to make some effort for the enactment of legislation.
According to Korea reforms in 1991, the central government established legislation on the powers of central administration and the promotion of transfer of power to the local government. This legislation enabled a creation of a council that would evaluate case by case, the powers of the central government and the powers of the wide range local government body, which is to promote decentralization

Even when it happens slowly, there is a need for experimentation, testing, adjusting, and replicating successful experiments in other contexts. Decentralization should not be considered as a process, but a way of life and a state of mind based on the principles of freedom respect and participation. Above all it is trusting and recognizing that people are capable of managing their affairs the need to close the gaps and differences between all levels of governance through interaction and sharing decentralization as consisting of interlocking rings of responsibilities from the center to the community. Decentralization should not be imposed, but that people should be imposed, but that people should be exposed to it, thereby honoring their intelligence and respecting their independence. Therefore, it is principally different from a federal system. The word ‘transfer’ shows that the authority of the local governments retained is coming from the central government. It is a power that being delegated from the higher level of government. On the contrary, constitutional law in a federal system has divided the spheres of the power which each tier of government gets. In other words, the power in federalism, which each level of governments has, including the local governments, comes from the constitutional law and therefore cannot easily be revoked as in decentralization in a unitary
In addition, as to the criticisms, albeit some of them are consistent and right, they don't experience the pessimistic experienced by the Central States, and is nothing contrasted and the constructive example gave by the federal government, particularly for various nations, societies and people groups. The Untied States of America is a country built on freedom, and the writers of the constitution made sure that this was guaranteed to all U.S citizens in our constitution. After the colonial Army won the Revolutionary war, a constitution called the Articles of Confederation was put into place, but it had many problems within it. Because of these problems a constitutional convention was called in 1787 to revise these articles, but instead an entirely new constitution was written. At the constitutional convention, a group called the anti-federalists opposed the constitution because they wanted to keep state sovereignty and limit the federal government. Another group called the federalists wanted to ratify the constitution because they believed that a stronger federal government was necessary for the new nation. Although some may say that the new constitution did not protect against tyranny, through a system of federalism, separation of powers and checks and balances the United States constitution prevented any form of tyranny.
“American federalism was the embodiment of political tolerance and decentralization of – the expression of the liberal conviction that society can manage itself and needs no central plan,” said Llewellyn H. Rockwell. Federalism is the most important principle because it helps build a better foundation for a better government while also creating a division of powers. In this essay, I will be explaining what federalism is, how this newer type of government ideal has been incorporated into the U.S. and the advantages and disadvantages of federalism in the U.S. government.
New federalism is based on devolution, the transfer of power to a lower level especially by the central government to local or regional administration (Study.com). Ths means that although the federal government is on top the states are being overruled. This makes everything equal.
There are two types of democracies, direct democracy and representative democracy. As one would expect, the two are very similar. Direct democracy and representative democracy are both systems of government in which power lies with the people whom are govern though the power of voting. The power of voting is how both systems emphasis the importance of people’s rights. There is also a common sense of self-empowerment to the people being govern in both types of government due to this right. Furthermore, there is a mutual prominence towards majority rule in the two systems.
Lastly we move to federal government this is one in which the powers of government is divided between a central government and several local governments. There is a authority superior to both the central and local governments which makes this division of powers on a geographic basis; That division cannot be changed by either the local or national level acting alone. Both levels of government act directly on the people through their own sets of laws, the officials, and agencies. In the United States, for example the National Government has certain powers and the 50 states have others. This division of powers is set out in the Constitution of the United States.
Page 99/ chapter 3: I think devolution is a good policy, because it allows lover governments make decisions by themselves. In addition, it will increase the authority of lover governments. It means lover government and national government has same authority which is the basic system of federalism.
How does federalism keep government closer to the people? Is state government necessarily more responsive to the people than the federal government? Federalism is the system of government in which power is dispersed between central and state governments, each level of government having different responsibilities.
When one government fails then another must rise in its place. Instead of a centralized government, local governments will have to do all the heavy lifting in the short-term. You should be a part of this movement, otherwise, you cannot complain about how it is run.
Decentralized- This mindset essentially reflects how there is still much skepticism in regards to giving one person all that power.
Moreover, the local governments also have their advantages. An advantage could be the focus they have on their people. Due to the even smaller size in people, they will tend to have more focus on the people. A second advantage could be that the local governments are under the state government´s control and not the national government´s control
The concept of devolution was first introduced in 1998 in the United Kingdom. The United Kingdom is made up of England, Scotland, Northern Ireland and Wales. Devolution can be defined as the process whereby the central authority delegates part of her powers to the local or regional authority to exercise on her behalf. In this case, the UK parliament, which is the central authority, transfers some of its powers to the local authorities which are the Scottish parliament, the Northern Ireland parliament, the London Assembly and the National Assembly for Wales.
Contrary to common wisdom, the absence of traditional leadership does not necessarily lead to chaos. In fact, powerful groups seem to emerge filling the vacuum and changing the landscape of industry and society. Decentralization has changes the rules of the game. What once was considered weakness due to lack of structure and defined leadership and organization, has become a major force to reckon with, often dealing major blows and defeating traditional centralized organization.
