1. Introduction
1.1. Problem statement and background
The foster care system in the U.S was created with the purpose of providing a safe temporary place for those children under the age of 18 who could not remain with their biological parents because the parents are unable, unwilling or unfit to care for the child and guarantee. Sometimes the child is able to return to their parents, however, many times the child is not and a new permanent home has to be found to guarantee the safety of the child. Many years ago this would have been done informally by a neighbor, a close friend of the family, a family member, a church, or an orphanage. Her idea was to make sure that every child placed in the foster care system would receive appropriate care regardless of their background, past history or specific challenges. As part of their mission statement, this non-profit agency’s main focus is to recruit, train and support every family interested in adopting or fostering a child under Department of Child Safety’s (DCS) custody.
In 2003, AASK went through an important transition after a needs assessment was completed by Social Venture Partners, one of the funders for the agency. They were able to identify some of the external and internal factors affecting the agency, including their leadership and operational deficiency. As a result, AASK’s Board Members requested that Ron Adelson be appointed the new Chief Executive Director, with hopes he would lead the agency to success. For the last 12 years, and thanks to his Business Administration background, AASK has become the largest agency in the state licensed by the Arizona Department of Economic Security (DES). Ron Adelson has been able to lead the agency, understand the numbers and the issues around the foster care system, and advocate for the children under DCS custody.
AASK continues to focus on ensuring all of the children in the Arizona foster care system have a family relationship while they go through a difficult time in their lives.
Families’ needs involve treating families with dignity and respect, no matter what the allegations against them are, and including them in decisions that affect them and their children. Also by using a strengths perspective with families as foster care workers work with them to determining intervention plans for their child(ren), and giving them the same access to resources and services s those available to foster parents. The operative goal of communities is to work with communities to protect children and support families and taking into consideration community safety issues when determining the intervention plan for a child and family.
The research topic Foster Care is the topic that has been proclaimed. The research question begins with, “What are some of the challenges facing the placement, and adjustment of Foster Care in the Valley?” This study is important because there are several challenges that are difficult for a Foster child facing being in Foster care. It is important in Social work that the Government with a Social worker must be responsible for taking away the child who is either being physical or sexual abused, neglected, or not being taken care of by their primary caregivers. In this type of situation, the child will be put into Foster care. It is key to understand the big challenges each child entering Foster care might have already experienced in the past
The Foster Care System with the kids who are in it is a massive social issue that America is facing today. There are more than 640,000 foster children in the United States every year. There are 23,000 foster children living in group homes at one time. There are 32,000 who live in institutions, and twenty-seven states do not meet federal abuse and neglect standards. (Attention) Personally, I am a foster sister, because my family currently fosters. Therefore, we see the issues and needs of fostering, daily. In todays’ society many Americans never think about our foster care system. Foster care is when a child is temporarily placed with another family. This child may have been abused, neglected, or may be a child who is dependent and can survive on their own but needs a place to stay. Normally the child parents are sick, alcohol or drug abusers, or may even be homeless themselves. We have forgotten about the thousands of children who are without families and living in foster homes. Many do not even know how foster care came about. Every year in the United States, hundreds of children and adolescents are taken from their parents and primary caregivers and placed in out-of-home care situations due to issues in their homes and family lives which contribute to unsafe living conditions. These children and adolescents often face many health, behavioral, developmental, and psychological issues.
In the past few decades there has be an increasing amount of children placed in the foster care system. With the amount of rising teen pregnancies and maternal drug abuse means increasing numbers of infants abandoned at birth. There have been many cases of child abuse or neglect that have been on the rise. State and local agencies are unable to suitably supervise foster homes or arrange adoptions. Statistics show that many children will spend most of their childhood and teenage years in the foster care system, which has shown to leave emotional scars on the child. Today, Child Welfare groups are looking for federal funding and legislation to increase programs and services aimed at keeping families together.
Foster children struggle immensely within healthcare and the foster care system. They are not receiving the correct support to help them when they go out into the real world.Within foster care, children and teens can either go into a foster home or a group home. Group homes can prevent permanent and authentic connections, while in foster homes, adolescents experience abuse and they are aware that there is no long term stability. The foster care system exists in order to enhance the lives of children whose parents were deceased rather than because of abuse today. Our outlook, principles, and ways of being concern for and protecting abused or neglected children and looking after families has shifted greatly throughout history. In this paper I will discuss and inform the readers on the three main components. The first part will discuss the foundation and growth of the foster care system as time pass. Secondly, describe the contemporary state of the system within the United States, including pertinent statistics. Lastly, considering future guidelines intended for the system, including ways in which the system can progress throughout the time.
“Family is forever.” Many people believe that this quote happens to be true. Everyone wants to believe that their family will always be there for them, and support the decisions that they make. For a normal family is quote would be accurate. On the other hand, there are families that will not be together forever. This is not just a choice that these certain families make, it is forced upon them. At this very moment hundreds of thousands of children around the country are spending quality time with their family. But, at the same exact moment, there are over five hundred thousand children living in the foster care system. These children do not know what it is like to spend quality time with their actual families. Instead, these children are forced to live with complete strangers, and suffer. Government officials say that foster care is for the safety of the children, but many do not share the same views. Foster care does not benefit children because of extensive developmental, social, and economic problems later in their lives.
The chosen population of interest for the course project is children who are placed in foster care. Children in foster care are considered vulnerable due to a variety of reasons for which they are taken away from home and placed in the child welfare system. Foster care children are often removed from their home due to physical abuse, drug exposure, or in some cases due to parental inability to fulfill the child basic necessities. Foster care children are at greater risk of mental, health, and behavioral problems (Lovie, Beadnell, & Pecora, 2015). Case management is an essential part of the care plan to improve the outcomes of the population of interest. Foster care children face additional problems when the health care system is inadequate.
In the United States 21% of all children are living below the federal poverty line. 2.9 million cases of child abuse and neglect are reported every year in the United States. 428,000 children are in the foster care system, and 107,918 foster children are waiting to be adopted. The foster care system is temporary out of home care for neglected, abused and impoverish children under 18. While the foster care system has all positive ideas, they fall short in providing certain needs for these children. Kids not only in America but all over the world that are living in poverty, are abused, neglected, and have an unstable home life. Nobody wants to live a life like that, especially not a child. They don’t know how to support themselves on their own, they need a family and a guardian that will take care of them, support, and love them.
More than two-hundred and fifty thousand children enter the foster care system each year, making it extremely difficult to find the right caregiver for each child. There are so may effects on the child that last their entire lifetime, making it difficult for them to trust others. Not being able to trust their peers, they often find it hard to make friends and long-term relationships last. Fortunately, there are many results that can improve everyone’s position in placing the child. Foster care agencies repeatedly create destructive situations due to the selected caregiver, as well as the plethora of glitches that are created. Due to the unacceptable and inappropriate selection of foster parents, the child frequently experiences difficulties and disadvantages later on. Most children are placed into foster care because of mistreatment and experience the same treatment in their foster homes. Unfortunately, a lot of times the foster parent will take their anger out on their foster child, making a wide array of short-term and long-term complications for the child.
Helping these vulnerable children access the services, interaction, and the stability needed for them to grow-up to being successful members of society can be provided with foster placement. If the process is well planned and if the foster parents are given adequate support, the foster care system can be a valuable resource for abused and neglected children (Crosson-Tower, 2014, p. 321).
Maximizing the accessibility of foster care sectors would allow for substantial attention to more foster care children, leading to better mental health in an average foster care child. Furthermore, local institutions could be allowed more flexibility in terms of federal funding usage, which could result in a more centralized focus on providing the best outcomes for children involved in foster care. Changes in current policies, such as the aforementioned ASFA, would additionally aid in lessening the unclarity in cases and allow for a greater focus on the well-being of children. Removing children from unfit environments must be done at a faster rate and within maximum reasoning. Children are the future, and we need to attempt to help the future be the best it can
The main goal is to (through education and training) ensure that no child is returned after placement in a foster home or adoption placement. To do this the strategic planning will adopt the Participative Leadership Style. The Participative Leader, rather than taking autocratic decisions, will seek to involve other people in the process, this it will consist of a team consisting of an Executive Director, Research Committee, Social Workers, Counselors, and Teachers. Here however, it will be within the Executive Directors' whim to give or deny control to his or her team members, most participative activity is within the immediate team. The question of how much influence others are given thus may vary on the director's preferences and beliefs, and a whole spectrum of participation is possible, as in the table
