In society we call upon certain individuals to help us in times of need or urgency. Sometimes these individuals are police officers. As a member of society, I would like to be able to call upon the police in a time of need since we expect them to protect and serve our community. However, some situations can expose corrupt police officers partaking in unethical behavior while protecting and serving the community. In this paper I will discuss the unethical behavior of a group of police officers from Baltimore, Maryland. This is an ongoing investigation that keeps producing more evidence of other officers partaking in unethical behavior.
ISSUES WITH THE OFFICERS ACTIONS
Baltimore Police Department had a special unit known as Gun Trace Task Force. This particular unit was very successful in helping drop the gun crime in the Baltimore area. As recently as October 2016, the Baltimore Police Department was praising the unit in an internal newsletter for its work getting guns off the streets (Gile, 2017). The unit made more than 110 gun arrests in less than 11 months last year (Gile, 2017). While these officers are being recognized for their excellent work, they were committing their own crimes on the streets.

Lack of training and policing standards are closely linked to the myriad problems bedeviling police work, especially in small departments (Brodeur, 2010). All over the country, police departments report cases of officers being caught in uncompromising and unprofessional situations, resulting in disciplinary actions such as redeployment, suspension or sacking. These cases of unprofessionalism have led to questions being asked about policing, occasioned by recurring series of questionable and controversial encounters with police officers (Brodeur, 2010). The consequence of such encounters is increasing public distrust in law enforcement agencies.
Law enforcers are supposed to behave in an ethical manner in order to achieve justice to the community. Where some of the police officers complete their duties ethically, others are caught in ethical misconduct that blurs their vision of administering justice. Several unethical practices have been noted in the course of duty of most police officers, and all corners of the world have their police officers affected by the practices (Klockars, Ivkovic, & Haberfeld, 2004).This paper looks into two most prominent and persistent ethical concerns in police systems, in the USA and worldwide.

After reading all the material regarding Jeffery Bell, Darryl Forrest and Dustin Sillings all 3 whom were members of the Kansas City Police special unit known as (SCORE) Selective, Crime, Occurrence, Reduction Enforcement unit. I came up with several unethical behaviors throughout the course of the year from January 2010 to January 2011. One, all 3 officers violated the victims constitutional rights. Rights that were taken away were the freedom from unreasonable searches and seizures and not to have their property taken without due process under the law. Already under fire, the Chicago Police Department is facing more scrutiny after an officer fatally shot a woman and a man Saturday morning on the West Side of Chicago. This comes soon after a white officer was charged with murdering Laquan McDonald,17 years old, last year.
The corruption began in the 1980’s but peaked during the early 1990’s (Law, 2017). After Hurricane Katrina hit, the police department became known for the prejudice, abuse and criminality that spread throughout the department (Ramsey, 2015). These problems surfaced and of course, the department faced backlash, leading to distrust between officers and black civilians (Ramsey, 2015). Incidents like these have become a common theme amongst police distrust.
“Ethical issues regarding corruption and off-duty behavior have become an increasing challenge in criminal justice” (Writing, 1999-2013). Within the criminal justice system, ethics can be complicated by the moral implications of actions. Differences in cultures and different circumstances can affect the individual moral compass. However, all departments of criminal justice operate by a certain code of ethics and by certain standards. But those standards and ethics often become challenged due to issues relating to police brutality, off duty conduct and corruption that we hear about all of the time through the media.
Police corruption has been an issue that has left a lasting blemish on communities and society. Police corruption usually derives a lack of respect officer(s) feel that either the city does not care about them or they are not paid enough for their duties. Throughout this essay I will give you a better understanding on the issue that is police corruption by using terminology from the book such as the “rotten apple theory”, “blue wall of silence” and “deviant subculture”. With corruption this affects the view we have on police and it is up to us not fall into the trap of negativity and create a better society for the future.
Police Agencies in modern society are a part of the American fabric to serve and protect the American public. The United States currently have more than 15,000 police agencies, (Walker & Katz, 2011). Police executives have always had different issues within the police department. Most police executives try to find a quick fix in order to solve the issue of police misconduct. Police misconduct is defined as inappropriate action taken by police officers in relation with their official duties (Police Misconduct Law & Legal Definition, n.d.). In order to solve this issue, one must acknowledge their different challenges, overcome the “code of silence”, and find out the role of organizational culture.
In policing, officers are given the role to serve and protect citizens, and carry out justice. In addition, are expected by society to protect lives and property. When a police officer fails to comply with these general principles, he or she is considered deviant. Corruption and misconduct have been present in society since the beginning of policing. An infamous case in American policing history is the Michael Dowd case, where a former NYPD officer was convicted for engaging in numerous criminal activities. When analyzing the film The Seven Five, several aspects in the case can be applied to concepts found in the Introduction to Policing book, including, police culture, personality, minorities in policing, ethics, and patrol operations.
Some argue that corrupt police officers are simply the product of a corrupt culture of the agency they work for. These officers are socially introduced to a number of informal rules when they begin employment. This process and these rules serve two main purposes. First, this process is designed to minimize the chances of external or internal controls being mobilized to address the behaviors and, secondly, to keep corrupt activities at a level that is acceptable and likely undetectable. The rule most often referred to in this connection, is the “Code of Silence.” Officers are socialized into not cooperating with investigations regarding fellow officers. Whether or not the officer participates in corrupt activities for financial gain, an officer’s adherence to the “Code of Silence” places them squarely amongst the corrupt of the profession (Price, 1972).
Within our police system in America, there are gaps and loopholes that give leeway to police officials who either abuse the authority given to them or do not represent the ethical standards that they are expected to live up to. Because of the nature of police work, there is a potential for deterioration of these ethical and moral standards through deviance, misconduct, corruption, and favoritism. Although these standards are set in place, many police are not held accountable for their actions and can easily get by with the mistreatment of others. While not every police abuses his or her power, the increasingly large percentage that do present a problem that must be recognized by the public as well as those in charge of police departments
