Currently, this law establishes federal funding for the institution and improvement of state-administered Prescription Drug Monitoring Programs (PDMPs). You have already done a great deal to combat prescription drug abuse in the United States. In particular, I appreciate your push to reauthorize your bipartisan legislation, H.R. 3528, the National All Schedules Prescription Electronic Reporting (NASPER) Reauthorization Act. If that bill passes, I know it would help provide more uniform funding and access within our current system. However, given the magnitude if this epidemic, more substantial reform is necessary. Thank you for your time, and I hope you will consider amending NASPER to enact a National Prescription Drug Monitoring Program under the current NASPER framework. The Centers for Disease Control and Prevention (CDC) has affirmed that the United States is in the midst of an epidemic of prescription drug overdose deaths (2010a). Drug overdose, especially related to the non-sanctioned consumption of prescription opioid analgesic (painkiller) drugs, is the second leading cause of deaths from unintentional injuries in the United States, surpassed only by motor vehicle mortalities (Girion, Glover, & Smith, 2011).
