On October 26, 2017 at approximately 2:54pm, I, Officer Kyeishia Evans, with the Ville Platte Police Department, was dispatched to the Slap Ya Momma parking lot, in reference to juveniles fighting on Bus # VP14. Upon arrival I was advised by Chief Neal Lartigue, with the Ville Platte Police Department, that there were two black juvenile males fighting on his bus and that he had paramedics with Acadian Ambulance enroute to our location to give juvenile # 2 medical attention. I advised juvenile #1 to step off the bus; which he complied. I conducted a pat search on the juvenile for weapons, placed handcuffs on his wrists, and put him in the back seat of my marked Ville Platte Police Department vehicle. I advised both Ateka Arvie (mother of juvenile #1) and juvenile #1 of his Rights, per Miranda Waiver of Rights Form, which Arvie and juvenile #1 stated they understood and signed. When asked what happened on the bus, juvenile #1 stated he was sitting in the front seat; when Juvenile # 2 approached him and hit him; juvenile #1 stated he and juvenile #2 began fighting. The father of juvenile #2, Donald Weston, arrived at the Ville Platte Police Department, where he and juvenile #2 was both advised of juvenile #2 Rights, per Miranda Rights, which they both stated they understood; however, juvenile #2 refused to answer any questions without a lawyer present. Arvie, Juvenile #1, Weston, and Juvenile #2, all advised of the court date on November 21, 2017 at 10:00am, which the juveniles have to attend. Juvenile #1 and Juvenile #2, were both charged with Disturbing the Peace by Fighting. Both juveniles were released into the care of their parents. I notified dispatch that Officer Albert and I were out at the RSC. I parked our patrol car on the north side of the RSC and entered the north door. I heard Officer Smith on the radio say he was out with the subject near the Credit Union. I observed from across the RSC Officer J. Smith and Officer R. Faison standing next to a black male all the way by the Book Store. As I walked closer, I could see the black male with both of his hands up in the air and he was getting down on both of his knees. When I got to the Credit Union, I saw a set of crutches and a black bag laying on the floor. I told Officer Albert to stay here with these items as I continued to go behind the black male. I exited the police department to assist Officer Moyer. I advised Kechula we did not have jurisdiction for the complaint. Kechula continued being verbally hostile with officers and stated he was calling the FBI. He continued to scream and cause a disturbance in front of the police department and was requested to stop screaming on several occassions. Kechula occasionally stood in the middle of Washington Street while screaming at officers. Eventually Kechula left the area by foot walking south on Ferguson Street.
On Tuesday, June 6, 2017, at approximately 2134 hours, Trooper Jason Brown, Unit 522, conducted a traffic stop at the junction of US 460 and Camargo Leevee Road in Montgomery County. Jimmy White was pulled over for driving with no headlights. When Trooper Brown made contact with Mr. White, dispatch advised Mr. White had active arrest warrants. When Trooper Brown advised Mr. White that he had active warrants and was under arrest, Mr. White began to flee on foot. Trooper Brown chased him approximately 300 feet giving him loud verbal commands to stop running. Mr. White tripped over some debris in the yard he was running through and fell to the ground. When he got back up to continue running, Trooper Brown attempted to place him in hand cuffs.

Client Michael R was picked up at Silver Saddle bus stop at 6:45am in transit to Sinagua Middle School, he got off route 11 to waits 20 minutes for route 88 which is his transfer bus to Summit High School. While waiting for his transfer bus he was approached by another student that confronted him about a situation that transpired with Michael and another student that goes to Sinagua. As Inmate Hall made this statement he swung with his right hand towards Detention Officer Edward’s face. I struck Inmate Hall once with a closed right handed fist in the face. Inmate hall stumbled backwards and put both of his hands up towards his face in a fighting manner and swung towards me and other Detention Officers, I struck Inmate Hall three to four times with closed fists in the face with both my right and left hands. Inmate Hall fell on his back in the dayroom near the bunks. I and other Detention Officers went to restrain Inmate Hall and gave him orders to lie face down on the ground. Police officer, Michael McKay, 36, of Westville Police Department, was reportedly scene giving a minor, from a youth group he mentored, a ride home on multiple occasions, in his police vehicle. Activity was reported suspicious by a witness, who witnessed Officer McKay, hugging and kissing the minor before exiting the vehicle, at the minor’s residence, 132 S. 4th Street. Once activity was reported, an unmarked car with two officers, and two patrol officers on foot, were assigned locations within visibility of the minor’s home. Officers A & B (in unmarked vehicle) were stationed at the corner of 3rd and 4th street, with an active dash cam. Officers C & D (patrolling on foot) patrolled 4th street keeping Officer McKay within sight. Furr was running towards the suspect giving loud verbal commands to stop as the suspect continued and crashed into Officer Furr almost knocking him to the ground. The suspect was able to make it to the scene of the crash where he was again met by Ofc. Furr and myself as we tried to calm him down and clear him from the scene using verbal commands, with no avail. The suspect then grabbed Ofc. Furr and took a closed fist swing towards Ofc. Facts: On October 13, 1995, a random caller reported to the local police department (Miami-Dade) that a young African American male was standing a bus stop and according to the caller he was carrying a gun. The call was never recorded and there is nothing known in regards to the caller. After some time two police officers responded, upon arriving at the bus stop the officers noticed three African American males. One of the individuals matched the description giving to police in regards to wearing a plaid shirt, the two officers did not see the gun or any type of “bulging” in his clothing and he did not act hostile towards the officers.
