On August 11, 2017 Police Officer Lawrence Lezewski, DSN 11428 manning vehicle 2426 and I (Probationary Police Officer James Harris III, DSN 0513) manning vehicle 2425 received a radio call for an “Assault” at North Broadway and Salisbury Street on a Bi-State Bus. Upon our arrival, we were met by victim Eddie Dickens and witness Willie Penson (Bi-State Bus Driver), who stated the following: Dickens stated he got onto the bus at East Grand Boulevard and North Broadway. While looking for his transfer ticket, to produce to the bus driver, the suspect, an unknown black male passenger, began yelling at him. The suspect made statements stating he was taking too long and he had somewhere to be. While Penson proceeded south on North Broadway, Dickens was attempting to locate his transfer ticket. While Dickens was searching for his transfer ticket, the suspect became angered at the time it was taking for Dickens to pay his fare. Penson advised Dickens and the suspect had a verbal argument before the suspect approached Dickens and began punching him with both fists several times in the head. The suspect then pushed Dickens off the bus, causing Dickens to fall on the concrete, hitting his head. The suspect exited the bus and continued punching Dickens in the before fleeing west on Salisbury out of sight. Dickens complain to his facial region; however, refused medical treatment at the scene. Medic 26 responded to the scene per trip number 50233. Sergeant Thomas Rund, DSN 1530 manning vehicle 2412 responded to supervise the scene. I observed a trail of blood, starting at the steps of the Bi-State Bus and leading to the ground. I took photographs of Dickens injures and properly packaged the SD Media card as evidence and conveyed it to the Department
