No soldier shall, in time of peace be quartered in any house, without the consent of the owner, nor in time of war, but in a manner to be prescribed by law. This amendment says that the law, military or a soldier can't force a citizen to house a soldier. Before America gained their independence from Great Britain, England could force their citizens to house British soldiers in the colonies. Earlier, Parliament passed the Quartering Act in 1765, making citizens house soldiers if the government needs them to. Colonists were outraged, mostly in New York; tensions through the small colony grew as more and more acts came into effect. The people believed that they should not house soldiers because they believed that their property is private. The government thought that soldiers should be given a safe home under their own citizens expense. They government in Britain usually won under the people's thoughts, comments and actions. Me personally, I believe that the Third Amendment has an excellent clause. I do support this Amendment because it grants the insurence that the government won't take over your property, to house or to use military action for their own devices. In America, I do not think that anyone is against this; possibility a military official or a government agent might feel differently; but as American citizens I believe that no one really feels strongly against this amendment. People do have the right to say or act in a way the repeals the Third Amendment. In 1982, prison guards were evicted from their quarters, and replaced with National Guard Soldiers. This case went to the Court of Appeals, the court said that it implemented their rights of the Third Amendment. This case was Engblom v. Carey which lasted nine weeks to decide.
