The Allegan County Health Department has adopted the model shown in Figure 2 as the definition of phases of awareness for All-Hazard emergencies except pandemic influenza. The ACHO or designee is responsible for establishing operations. Upon the designation of the Activate Phase, the ICS process goes into effect and the Time-Based Operational Phases will be applied.

III-2.6 Continuity of Operations’ Initial Actions

• The Public Information Officer using the risk communication protocols will inform community members of service and location change. All health department employees must have the permission of the ACHO, Incident Commander, or designee before speaking to any member of the media about any public health or COOP issues. These procedures are outlined in the Annex 4 – Crisis and Emergency Risk Communications Plan Annex.
III-2.7 Staff Alert
• Upon receipt of a COOP activation alert, the ACHO or designee will start the ACHD’s call down process to notify essential and non-essential employees. Notification may be via personal contact, telephone, cell phone, pages, radio, and TV broadcasts, or a combination thereof.
• After the call down is complete, the results, including individuals not contacted and those were contacted is given to the ACHO or designee. This is a significant requirement of continuity that the ACHO or designee account for all ACHD personnel.
• Designated staff members, who have managed drive-away kits, will ensure that these kits are complete, and contain current documents and equipment, to begin preparation for the movement of resources.
• Essential staff will be identified by the ACHO at the time of the incident based on the size, scope, and severity of the incident.

Establishment of a chain of command in a situation such as a severe storm or other disaster is essential. Because there may be a disruption to commonly used manners of communication, such as television, telephones, and the internet, it is important to have a clear outline of where and to whom to report, how to find answers, and who will perform necessary tasks. In the simulation, the Public Health Department is both a link in the larger, county-wide chain of command and has its own hierarchy structure. Within the scope of the county, the Public Health Department reports to the Medical/Health Branch Director who is directly under the Operations Chief. The Operations Chief, who is in charge of managing and monitoring the actions of each department, reports to the Emergency Operations Commander. The Emergency Operations commander is the highest link in the chain, not only overseeing the operations of the various governmental departments, but also the officers in charge of Safety, Public Information, and Legal.

We have established a comprehensive Emergency Operations Plan to handle our resources to provide safe environment for our patients in the event of adverse conditions such as power failures, water, fuel shortages, flooding, and communication breakdowns. As the Disaster Coordinator for the city I am responsible for ensuring the public safety and welfare of the citizens within the city's jurisdiction. This requires me to have a full understanding on my role and responsibilities for managing disaster response and employing resources in order to save lives, protect property, the environment. Additionally I’m tasked to preserve the less tangible but equally important social, economic and political structures. My first reaction was to alert the regional Joint Terrorism Task Force to prepare them for possible activation. Media partnership is another critical assumption that is used in an emergency situation. The media takes the responsibility of giving information to the public, as well as receiving information from them too. Thus, any emergency response team must work together with the media to give information that is particularly accurate and timely to avert situations that aggravate tension. Emergency managers must have an understanding of the needs and requirements of the media and the value that they come with in emergency response situations (Haddow & Haddow, 2013).

Over the past few decades, the significance, magnitude and consequence of risk management and communication have been brought before the world over and over again in a number of situations related to health, terrorist activities, natural disasters etc. When one turns the pages of history, it is rather obvious that lack of planning and absence of resources due to unpreparedness makes it difficult for the concerned authorities to manage an emergency or epidemic a problematic and traumatic task. The chaotic situations can turn out to be more nerve-racking and tense when preparations are not made before hand (U.S. Department of Health and Human Services 2002).
