William admitted himself into the facility on Friday (3-4-16) for crack cocaine use. He admitted to using it and being high around Malik. The reporter did not think the crack cocaine was being made at the home, but William states that Malik knows that he uses it. William stated he was leaving the facility on 3-8-16, and the reporter notes it is not an AMA, although the facility would love for him to stay longer. There is not knowledge of Malik being abuse/neglected when the father is high, but the child states he can not do things he want to do because he would be high. On 11/13/15, the child was transported from Singing River by ambulance to Children’s and Women’s Hospital for medical reasons. The reporter stated since his admission, the child has displayed disrespectful and defiant behaviors. According to the reporter, Hunter has cursed staff, acted out, and been non-cooperative. The reporter stated on 11/16/15, Hunter’s girlfriend came to the hospital to visit him. During the visit a nurse witnessed the two minors outside smoking marijuana. The reporter stated when the children returned to Hunter’s room, they were asked not to go outside. The reporter stated on 11/17/15 she entered Hunter’s room and smelled marijuana; the reporter believes the drug was used inside the room. Ms. Odom stated security escorted
Child abuse is when a parent or caregiver, through action or failure to act, causes injury, death, emotional harm or risk of serious harm to a child. According to The Federal Child Abuse Prevention and Treatment Act, as amended by the CAPTA Reauthorization Act of 2010, at a minimum, child abuse and neglect is defined as, "Any recent act or failure to act on the part of a parent or caretaker which results in death, serious physical or emotional harm, sexual abuse or exploitation"; or "An act or failure to act which presents an imminent risk of serious harm (Children 's Bureau, 2010)." The law recognizes a child as being any person who is under the age of 18. The law is broken into 2 sections, and each section treats the idea of child maltreatment in different ways. Criminally, those who abuse children are able to be arrested and prosecuted in court. Civil statutes say that people who suspect a child of being abused are mandated to identify and report it.
Jamita said from what she understands due to what Don told her the children’s mother’s boyfriend offered drugs to Ayanna and her friend. It is unknown if the children have access to the drugs in their home. However, Jamita said she assumes they do because Ayanna said she has seen her mother’s boyfriend weighing drugs on a scale. Jamita also said she believes drugs are being manufactured in the family’s home. According to Ayanna, she is afraid to say anything about the things going on in her mother’s home because she does not want her mother to get in trouble or be arrested. Ayanna said if someone comes out to her mother’s house she will not tell the truth about everything going on, because she said she is afraid of the back lash she and her siblings will get for telling. Mother needs to gain an understanding of how substance use affects her ability to parent. Father needs to support mother’s recovery, as well as cooperate with the department. The family’s strengths are their support system and ability to work diligently as a family. Mother has a natural nurturing trait to her baby and the parents have a strong bond tied to their daughter. Parents and foster parent (grandmother) have worked very well with the department. Grandmother has maintained excellent boundaries and has reported to us weekly on how well visits have been. Parents have been very cooperative and both parents receive two drug screens weekly. The department asked that father received weekly drug screens as well, even though father has no drug issue to our knowledge he still cooperated with the department.
There are two sides of abuse to every harmful relationship: the victim and the victimizer. This relationship can tend to put stress on someone in order to have them do something they wish not to do or experience an event they wish not to experience. This aspect represents the victim side of abuse. The person or oppression in the relationship that puts stress on another is the victimizer as this side of the relationship can attempt to force ill-will upon their targets. This is the forceful side of the destructive relationship and is always the root of the problem. The characters from Generation X, Less Than Zero, and Twelve undergo a series of harmful relationships that can be construed as a relationship between a victim and victimizer. Some of the characters from each book are the victimizers, while the others are the victims.
R/s in October 2014, Toni Smith filed a report that her son Taylor Murphy (16) was in relationship with their 27 year old neighbor Daisey Burrell. R/s the investigation was closed with no findings due nondisclosure from Taylor. R/s Taylor was at William S Hall for in-patient treatment before receiving services from SADAC. R/s Taylor was using meth and he is now receiving drug &alcohol counseling and his drug screenings had been negative. R/s Taylor is also receiving psychotherapy education. R/s Taylor parents are acting appropriately
Ryan reported the concerns that he has with the family relate towards two or three months ago Bmo approached him regarding some bruises that were on her body. He reported that he didn’t witnessed anything. One night he attacked her, he said he slammed her down on the floor. She had got elbowed in the face, and he grabbed her in the neck.. The reported the marks on his body were consisted with the marks on her body. Bmo reported that him that Bfa had been verbal abusive throughout the years. Bmo reported the him that her son had Bfa had been pushing him regarding what was going on in another relationship. He reported that he whipped him with a belt, when he was trying to get information from him. Both parents in the past are taking drugs.. he is not sure if they are still doing drugs. He feels the anger and abusive may have come from substance abuse.
The reporter stated that Arlena delivered Aubrey in TX at the age of 16 and both mom and child tested positive for cocaine at the child’s delivery. The reporter stated at that time Aubrey was taken in to TX CPS custody and placed in the care of her paternal aunt. Ms. Lowry is unsure who has custody of the child at this time, but believes Arlena may be running from TX CPS or law enforcement. According to the reporter, Arlena hops from state to state with the child and is in between TX and MS often. The reporter stated Arlena goes between the states from week to week. Per the reporter, the child does not have Medicaid, WIC, she doesn’t have formula and her mother gives her any kind of milk she can get, her shots are not up to date, and she has not been to any well baby check-ups.
EREPORT # 19585 stated the following: The incident is ongoing. It is reported that the child is currently in the physical custody of the father, John Hunsucker, and he will not allow the mother access to the child. There is reportedly no custody agreement between the parents. Mr. Hunsucker is reportedly using drugs (marijuana and possibly meth). It was stated that Mr. Hunsucker has made the child urinate into medicine bottles, for him to use to pass employment drug screens. It was also stated that Mr. Hunsucker leaves the child with the paternal grandfather, Paul Meeks Jr., for days at a time and that Mr. Meeks is an active meth user. On 7-22-15, Brittney took the child to the reporter's home. Joshua (victim) was hit by Brittney, because he had bruises on his bottom, neck and leg that were fresh; the bruises were red and bright purple in color. The reporter has seen Brittney hit Joshua in her presence in the past. Brittney is constantly using meth with needles. Joshua is around Brittney 24/7, and Brittney uses drugs 24/7, so the reporter notes meth is being used in Joshua's presence. Joshua was born with meth in his system. DHS removed him from Brittney's care and placed him with the maternal and paternal grandmother for six months; until Brittney got clean (she never got cleaned). Abuse: Some of the more obvious examples of abuse include Scott Choking Megan after learns she had an affair and Tom physically assaulting Rachel in efforts to prevent her from leaving and telling the police that Tom is a murderer. More subtle examples include the emotional abuse Megan endured, due to her lack of privacy with Scott, as well as the emotional abuse Rachel endured where Tom gaslighted her, leading her to believe she had done horrible things while drunk, even though she had not. I believe Megan’s lack of personal privacy could have been discussed with Scott and potentially resolved, but as far as the other examples of abuse, I believe the only way to end them would have been for Rachel and Megan to get away from Tom and Scott.
Wills discussed his visitation time with his father. He stated that he know why someone needs to be present during time with his father. He reported that the judge does not trust his father with him because he had a drug addiction. Wills stated that his father discussed it with him about a year ago. He reported that his mother told him of his father’s drug usage, she also said that drugs are bad and not to use them. He stated that he has not had any extended discussion with his mother about his father’s history of drugs.
