Before constructing a structure on this site, the organic silt is preconsolidated by rapidly lowering the water table by 6m (to 8m below the ground surface) and simultaneously pumping from the gravel layer at such rate that the piezometric level in the gravel is lowered to the bottom of the organic silt.
