If x is the volume of the 20% alcohol solution, then you will have (200-x) of the 60% alcohol solution.

Use the decimal version of each percentage in your equation:

28% =0.28;

20% = 0.20;

60% =0.60

Set up an equation with one side as your final solution, and the other what you will be mixing. The end solution has 200 mL and a concentration of

28%: (200) (0.28) = (x)(0.20) + (200-x)(0.60)

=> 56 = 0.20x + 120-0.60x

=> 0.4x = 64

=> x = 64/0.4
