In the U.S. 397,122 children are living without permanent families in the foster care system, as of 2012, more than 58,000 children in the U.S. foster care system were placed in institutions or group homes, not in traditional foster homes (CCAI, 2012). Can these children developmental need be meet in institutions and enable children to make sucker attachments? The American Journal of Psychiatry’s article “A Randomized Controlled Trial Comparing Foster Care and Institutional Care for Children With Signs of Reactive Attachment Disorder” examines signs of emotionally withdrawn and indiscriminately social reactive attachment disorder in three groups of young Romanian children that were abandoned by their parents. The placement of children into an institution was made by Romanian child protective officials. The research group ensured that no child, once placed in foster care, through the Bucharest Early Intervention Project, would be returned to an institutional setting, either during or after the study (Smyke, 2012). The article follows perfect experimental design according to Introductory Psychology (Manley 2010). Three groups were used in each condition of the independent variable which is the condition of care each child receives. The three groups were: children that were placed into institutionalized care, children placed into foster care, and children who were raised in their biological families. “About two-thirds of children admitted to public care have experienced abuse and neglect, and many have potentially been exposed to domestic violence, parental mental illness and substance abuse” (Dregan and Gulliford). These children are being placed into foster care so that they can get away from home abuse, not so they can move closer towards it. The foster children’s varied outcomes of what their adult lives are is because of the different experiences they grew up with in their foster homes. The one-third of those other foster children usually has a better outcome in adult life than the other two-thirds, which is a big problem considering the high percentage of children being abused in their foster homes. There can be cultural, ethical, and legal concerns associated with this theory are somewhat intertwined. The possible assumption that if a child is born poor, of ethnic minority, raised in a violent setting, and neglected by parents – foster care placement may lead to disruption within the child’s chronosystem. This can lead to attachment issues related to trauma, increased fight or flight reactions that may lead to legal issues, academic challenges, and poor social skills. There is a possible ripple effect from life events and socioeconomic status that could lead to changes with behavior in association with the child’s environment. The government attempts continually to revise the foster care system to serve children more proficiently. However, more problems ensue these diligent efforts and modifications. In the article, “Influences on the Mental Health of Children Placed in Foster Care,” author Caroline R. Ellermann concludes, “Once in foster care, ongoing health problems and risk for further complications are exacerbated by (1) removal from the biological home and the trauma of parent separation,” (Ellermann, 2007, p. S23) The system designed to eradicate child abuse erroneously generated a trickle effect of problems. By the removal of these children, the government transpired additional emotional and health problems. Unbeknownst to the effect of the separation anxiety caused by the removal from biological family, these children became subject to abuse from the foster care system.
The author, Nina Biehal, tells of the treatment in foster care and the need for correction in her article, "Maltreatment in Foster Care: A review of the evidence." The author gives many facts about how the government needs to change the level of care provided for the children. This article is more of a constant reminder of how much still needs to change and the level of care offered to children of abuse today. Unlike the article by authors Kristen Turney and Christopher Wilderman, which bases their article on the number of children in foster care receiving mental health care, Biehal gives evidence to support the problems that result from being in foster care. My essay can use this article to paint a picture of the number of children in detrimental conditions and how foster care developed problems with their system to support my argument.
The foster care system in America negatively affects the lives of adolescents in the system mentally and physically. On any given day there are over 428,000 children in foster care and more than 20,000 kids age out of foster care with no permanent family; therefore, they are being left behind socially, educationally, mentally, and under developed for the real world. Foster care first started in the nineteen hundreds when Charles Loring Brace created the “Children’s Aid Society” in New York. Then later on the 1900’s, social agencies started to supervise and pay the foster children’s sponsors. Reactive Attachment Disorder (RAD) was first introduced just over 20 years ago, with the publication of DSM-III (American Psychiatric Association, 1980). In the DSM-IV. The disorder is defined by aberrant social behavior that appears in early childhood and is evident cross contextually(1994). The disorder describes aberrant social behaviors in young children that are believed to derive from being reared in caregiving environments lacking species-typical nurturance and stimulation, such as in instances such as maltreatment or institutional rearing. (First, M., & Tasman, A. 2010) . In cases of RAD two major types of abnormalities have been cited; these include an emotionally withdrawn/inhibited type and an indiscriminately social/disinhibited pattern (First, M., & Tasman, A. 2010).Conditions in in foreign orphanages and institutions such as, multiple caregivers, maltreatment, abuse, neglect, and others contribute to the inability for internationally adopted children to form secure attachments. All of these factors contribute to internationally adopted children being at a higher risk to develop attachment disorders such as RAD and other behavioral problems.
Problem behavior in the foster children was assessed using the Child Behavior Checklist (CBCL), which measures the domains of behavior problems and social competence in children. The results of this questionnaire were calculated into three scores: an Internalizing score, an Externalizing score, and a Total Problem score. The results of the study showed that there was a negative correlation with positive parenting and problem behavior. When foster mothers showed their foster children positive parenting styles, such as involvement with the child, there were less signs of problem behavior observed in the foster child. On the other hand, factors such as discipline, harsh punishment, and negative control were positive correlated. If foster mothers showed an increase in these factors in their parenting, there were more signs of problem behavior observed in the foster child. In using negative parenting strategies, this breaks the positive relationship wth the foster child, thus increasing problem behavior. Because of the age groups of the children in the study, these findings may be applicable towards both children in foster care as well as those children who are not in foster care. Children suffer significantly until someone decides to protect them. The government allocates funds to establish the foster care system and that system advances to enforce rights for children. When the right to remove children from an abusive situation first originated, the foster care system established a separation procedure for children from their abusive homes. This act of removing children from their families brought about psychological issues and trauma. Throughout earlier years, the foster care system adjusted their program according to the rules and regulations established to provide for the needs of children. No two children in foster care have the same background. The youths can vary by the age when placed into care, the number of times they were put into care, the quality of the home and family they lived with, and the youths own emotional outlooks (Zlotnick 539). They can develop abandonment issues due to being separated from their biological parents, and stunted emotional growth due to the trauma that foster care puts on a young child. Children need to be raised in a stable and safe environment, and while plenty of foster care parents are loving and nurturing to the child, they may still be affected by being raised by multiple families in a negative way. Every year, over 1 million children experience maltreatment, and about half of these children enter foster care (Greeson et al. 92). Those who enter foster care have usually encountered multiple traumatic events, from either their parents or another caregiver in their lives.
More than two-hundred and fifty thousand children enter the foster care system each year, making it extremely difficult to find the right caregiver for each child. There are so may effects on the child that last their entire lifetime, making it difficult for them to trust others. Not being able to trust their peers, they often find it hard to make friends and long-term relationships last. Fortunately, there are many results that can improve everyone’s position in placing the child. Foster care agencies repeatedly create destructive situations due to the selected caregiver, as well as the plethora of glitches that are created. Due to the unacceptable and inappropriate selection of foster parents, the child frequently experiences difficulties and disadvantages later on. Most children are placed into foster care because of mistreatment and experience the same treatment in their foster homes. Unfortunately, a lot of times the foster parent will take their anger out on their foster child, making a wide array of short-term and long-term complications for the child.
One of this disadvantages of foster care, is there is an instability in the system. At times social workers are unaware that the placement of the child was ruled in court for the return of the child to their parents. Another disadvantage is that the transitory environment of the foster placements has been a problematic component in the child welfare system (Crosson-Tower, 2014, p. 316). Some children already experience attachment issues prior to removal from their home. These issues will further advance and creating more problems with the child. Since foster care is a temporary environment for the child, children may adjust to this temporary placement only to be removed and either return home or be placed with another temporary family. Everywhere across the world, more and more children are being placed into foster care or a welfare type system. Foster care can benefit children or harm them; the effects of foster care differ for every individual. These types of systems often have a major effect on young children’s physiological state. Children entering in foster care are often malnourished and have untreated health problems. A high percentage of children who are placed in these types of systems have mental health, physical health, and/or developmental issue which often originates while the individuals are still in the custody of the biological parents. Children in foster care should be provided with a healthy and nurturing environment which often provides positive long term results. The age of children in a foster care varies across the world, but it is often seen that majority of these children are young (George para. 1). There are more young children in the system because younger children require more adequate care than older children that are already in the system. Placing these children in welfare systems is supposed to be a healing process for them. Although this is supposed to be a healing process, statistics say these children have a negative experience while being in these systems, but this is not always the case. The high levels of conduct problems among children in the foster care system and the added cost to families, society and services, there is a pressing need to support foster parents. Providing foster care to children with increased emotional, behavioral, and medical needs requires not only time, but patience in dealing with the child’s demands. Foster parents often voice they are unprepared to meet demand of children with increased behavioral and emotional needs and adolescents in their care.
