Welfare fraud is leading to economic waste in Texas. This issue has increasingly attracted the attention of many researchers. Welfare is a term commonly used to refer to the provision of the minimal level of social support, as well as, well-being. Mostly, welfare and welfare benefits are provided to people who live on low or no income in order to meet to their specific needs. Within the US, welfare benefits are provided through welfare programs. These are often state regulated programs meant for those people living under the minimum accepted level means as determined by the various state governments. America spends an annual amount of 131.9 billion dollars on welfare alone (Department of Commerce). So many facts about welfare are overwhelming, such that over 12,800,000 Americans are on the welfare system. The entire social welfare system is in desperate need of a complete reform. In order for a proper reform to ensue, the people of America must combine efforts with the U.S. government to revitalize the current welfare system. This reform would involve answering two important questions. First, how has today’s welfare system strayed from its original state and secondly, how is the system abused by welfare holders in today’s economy?

There remains a remnant of citizens who honestly cannot do without the welfare system and who abide by the regulation of the welfare system, however, the system unintentionally invites scam artists. The ways of abusing the welfare system continuos to grow. Here are just a few of the examples. Citizens are staying single parents in order to receive aid. Parents view having more children as a gateway to receiving more money from the system. Recipients refuse to search for jobs and report employment in order to continue receiving assistance. People seem to easily make false claims, requesting assistance when they do not need it. Although, there is a set time period for receiving funds many citizens become comfortable and lazy during assistance. The whole purpose of the system is to get citizens through rough economical problems and back to a independent lifestyle without government aid. Through interviews with welfare workers and recipients, Hays demonstrates the high costs welfare has had on the moral, economic, physical and mental well-being of poor women and their children due to what she considers to be the conflict between the two opposing aspects of reform: work values and family values. She believes that these conflicting values and the inherent weaknesses in the Act contribute to serious and ongoing problems for welfare recipients.

This paper will analyze the welfare reform system. Through my analysis I will examine several areas of concern in the welfare reform system. First, as an overview, I will look at the Personal Responsibility & Work Opportunity Act. Second, I will look at the Welfare to Workfare program. We will then examine how welfare recipients with disabilities will be handled under this new reform and finally this paper will examine how the federal government plans on if at all ensuring job retention occurs.

The social welfare system in the United States can be a controversial topic especially now with the new presidential elect. For this paper I was assigned to look into two different peoples perceptions and attitudes on the social welfare system. I looked into how they perceived the system and whom they believed benefits from this system. Throughout this paper the identities of the two people I interviewed will not be revealed. I will simply refer to them in pronouns. My goal during this interview was not to educate my two interviewees so some of the information contained in this paper may not be accurate. Throughout this paper the two interviewees opinions will be stated and their opinions will then be compared and discussed. Although the whole population of the United States is experiencing the same welfare system each individual perceives and has different beliefs about the system.

Becker who was identified with labeling; he was a Chicago School student during the early 1940’s-50. He wrote two books on deviance, the “Outsiders” and “The Other Side”. He put deviant behavior into four different groups, the conformity, pure deviant, secret deviant, and the falsely accused. During this time, the self-report methodology also developed which was when the juveniles were able to report their own delinquent behavior on their own time. Which was a new way to know about different criminal/delinquent behavior. The author also discussed the two different versions of labeling theory that was the societal reaction and the secondary deviance. The societal reactions is how labels are applied, and whom labels apply to and how labels affect opportunities for those labeled. The secondary deviance is what the label means to the person its being label on and how the labels create further deviant behavior. Crime was defined as “social constructions”, which means that an individual may break a rule but it is not crime until society labels it as such. A label defines an individual as a certain kind of person. Defining an act as deviant or criminal is not a simple straight forward process. A label is not neutral, it contains an evaluation of the person to whom it is applied. It is a ‘Master Status’ in the sense that it overshadows all the other statuses possessed by the individual. If an individual is labelled as criminal, mentally ill or gay, such labels tend to override the individuals status as father, husband, worker, friend or neighbour. Whether or not the label is applied will depend on how the act is interpreted by the audience. This in turn will depend on who commits the act and where and when it was committed.

This led to Becker to suggest that deviancy was the consequence of the application by others of rules and sanctions directed at an offender: the deviant was a person ‘to whom that label successfully been applied, deviant behaviour is behaviour that people so label’ (Becker, 1963:9)

In 1935, Franklin Roosevelt signed into law the Social Security Act which, among other things, provided for the financial, medical, and material needs of the poor (Komisar 125,128). Since then, there have many additions and reforms to the bill, none of which has served to quell the controversy surrounding the effectiveness of the welfare system in the United States. The main concerns of the distribution of welfare dollars and resources can be answered by the questions ?Who gets assistance?? and ?How much do they receive??. The U.S. welfare system is administered by the Department of Health and Human Services, which attempts to answer these questions through a system of minimum incomes, government-calculated poverty levels, number of children, health problems, and many other criteria. This complicated system leads to one of the critiques of the welfare system?that it is too large and inefficient. President Lyndon Johnson declared a ?War on Poverty? in 1964 designed to alleviate the burden of the poor and established the Food Stamp program the next year (Patterson 139). In 1996, a major welfare reform bill was passed that placed time limits on welfare assistance, required able participants to actively seek employment, and implemented additional services for the needy (Patterson 217).

Based on Howard Becker’s symbolic or labeling theory, all acts of deviance and the person seen to be acting in a deviant manner are given labels. These labels generally come from someone in there community or group who are in hierarchy or authority figure. That means no action is deviant unless specified by the particular community or group (Bessant & Watts 2002). Becker’s labeling theory concentrates on the lower class, and anything apart from what the group expects is labeled as deviant. The term Once a criminal always a criminal is familiar, it is these type of labels that maybe detrimental in terms of a person internalizing labels as truth, and how others sees them (D. Conley 2008). The labels and or judgments given negatively, isolate the person from the group, and may hinder the person’s opportunity to reach their full potential. The strains put on a person to conform to the particular cultures norms and values, does not allow any person to differ in nature or thought. In today’s modern society, the United States faces many public policy issues, whether those issues include social welfare, immigration or even environmental issues. Congress receives numerous issues on public polices every day, but they cannot handle and solve every issues that comes across their daily agenda, nor can they satisfy every person in this country. Congress prioritizes on those issues that are more important and relevant to find a probable solution too. A growing issue we see that in today’s society are issues in the social welfare system. Social Welfare has so many issues within some of those issues include the food stamps, and even in the healthcare system. The matters in social welfare requires every individuals help to resolve, not just congress. The second major public policy issue we face in American today are within the Public Assistance Programs. Those programs include the SNAP, SSI, and even the TANF program.
