On 1-28-2016 at about 2255 hours I was dispatched to an unknown if injury accident near 116th AVE SE and SE 301st CT, Auburn/King/WA. One of the several reporting parties, Amy Michael, called 911 to reported that a red BMW, unknown plate at the time, was involved in a single vehicle collision. It was reported that the BMW appeared to be overturned and down an embankment. Several minutes later it was reported that a male was seen exiting the vehicle and running northbound from the accident. I arrived in the area with Officer McNabb and contacted Amy and her husband, Dwain Michael. Amy and Dwain live at 11442 SE 301st Pl, which is the first residence north of the collision. The vehicle was surrounded by black berry bushes and heavy vegetation. The vehicle had heavy damage to all sides. The vehicle was on the north side of 116th AVE SE about 50 yards north of SE 301st CT. I observed heavy damage to a black chain linked fence, which separates the bushes from 116th AVE SE on the north side of the road. I observed about 50 yards of tire tracks in the mud leading up to the final resting place of the BMW. The tracks were located in the mud and noticed on the sidewalk leading to the collision. The tracks indicated that the vehicle was moving northbound on 116th AVE SE. Until I climbed down the embankment, I was unable to note the license plate of the vehicle. However, once down the embankment I noted WA/AWL5583. Dispatch advised the registered owner of the vehicle was Oleg Pshonyak, who lived at 30232 114th PL SE. The address is about one block from the collision. Officer McNabb and myself noticed footprints leading away from the collision northbound on a dirt walking trail. We checked the area, but we were unable to locate anyone in the area. A short time later Fitz Towing arrived in the area to remove the vehicle from the

Several photos of the vehicle were entered into Capella and I advised dispatch to have the next wrecker in rotation en-route to the scene. Lockhart was informed that her vehicle was being impounded due to being unregistered and uninsured. Subsequently, Lockhart was given the driver information impound paperwork. Shortly after, Pasco Towing arrived on scene and transported Lockhart’s vehicle back to the Port Richey Police Department impound yard.

At approximately 3:05 p.m I observed the suspect getting out of the truck and walking up to the vehicle in question and kneeling down near the left rear area as if he was assessing the damage. I checked the tow truck driver credentials and paperwork which reveals the vehicle to be impounded by Associate Asset Recovery.
Myself and Officer Tonkinson overheard the radio traffic advising the vehicle is travelling toward Ringtown. We were currently on patrol in the area of the "Y" Shenandoah Highway and Ringtown Road. Dispatch checked the vehicle through WACIC/NCIC/DOL and the vehicle did not return impounded or repossessed. I advised dispatch to check with surrounding agencies to see if the vehicle had been involved in any incidents such as a hit and run, and dispatch advised there were no such incidents.

It was hellish driving around with Sami and Julia sometimes, but it was for the most part a normal and comfortable routine for us. We arrived at the entrance of Doc Max, which was just someone’s driveway that continued through into a field. When we passed the last of the gravelly driveway part, the road practically disappeared. The only thing guiding me was some tracks from earlier vehicles. We keep driving slowly into this tundra like field when Julia gave me an instruction: keep driving forward. I did so and watched as the tracks I had been following took a slow, wide left turn and a smaller path was left in front of me with less tracks than before leading me onwards.
