This supplement is a record of my actions in this investigation. On June 2, 2016, I was assigned this case to follow up. This case involves Mr. Mirna Zelaya-Portillo a 16 year old Minnie Howard School student. I contacted Marillu Portillo-Zelaya (mother) on June 6, 2016. I received permission to speak to Mirna at school. I contacted School Resource Officer Pierre Hill who checked attendance at the school and Mirna was not in attendance.
I responded to 3914 Bruce Street Apt#B-106 and met with Marillu Portillo0-Zelaya in person. I advised her that Mirna is not in school. Marillu told me she intends to send her daughter to a Military School in West Virginia. Mirna passed the physical and is waiting for her to be accepted. A short while after I received a call from Office Hill reporting that he ran into Mirna and would have her standing by at student services.

She reported being gone for about 1 night and refused to reveal who she had spent the night with. Mirna was prescribed an inhaler approximately 6 months ago and did not have it with her when she left home. She added that she has not had a need for it recently. Mirna told me that no one exploited her, touched her or sexually assaulted her while she was away from home. She told me she feels safe at home, but the fact is that she is bored. Mirna told me she would speak to Ms. Escobar about any problems she has, but does not care to as she is only bored. Mirna showed signs of deception when asked about marijuana use and once challenged she admitted she smokes weed. It should be noted she was stopped with a group of males on May 25, 2016 (136633) and among those males is her cousin Kristian Portillo (16-138739). Mirna denied any association or affiliation to any gangs. Mirna has had a prior runaway incident (14-825050) in Arlington County and as assault incident at school
Latarsha Rogers is an unfit mom she sells her food stamp for drugs and leaves the kids on other people why she going from car to car having sex for drugs such as weed powder pills She does it every time but when you all send dhs to the house they doesn't do anything because she tells them people lying on her but soon as dhs leave she beat those kids and go to Charleston and have them standing on corner while men's touch them for money. She tells the kids if they tell she is going to punch them in the mouth or drown them when she put them in the tub or she beat them with whatever she gets her hands on. The March 7, 2016 runaway incident is the fourth time she had left home and on this occasion there was a smell of marijuana which was detected in her room by her step mother.
I had E-mailed Probation Officer Carlos Mandieta on October 27, 2015, who reported he was going to give Gustavo a drug test during their scheduled meeting on October 28, 2015. I spoke to Guadalupe Nunez (mother) on November 9th and 16th following up with her. Guadalupe reported that her son comes home and leaves shortly thereafter. I met with her in person on November 16, 2015, who reported that her son has been smoking pot with another 4 other guys who she does not know who they are.
I have known Haleigh Kushman for around a year and a half. She is my friend/my brother Ridan’s girlfriend; which is how I know her. I see her at least 2 or 3 times per week; almost always at each others homes, as we are neighbors. Her home is drug and alcohol free. I know Haleigh has not driven a motorized vehicle since 8/17/12. To my knowledge, the last time that she consumed alcohol was on 8/02/13. I have not seen, heard, or noticed anything unusual to lead me to believe that she has had an alcoholic drink since then. I have never heard that Haleigh has tried illicit drugs. Since her arrest, I am aware that she has been seeking treatment through her appointments with her alcohol counselor Dr. Melissa Sandeer. I hope someone can please assist with an issue regarding Cameron Thomas. Cameron currently attends Thurgood Marshall. Last year Cameron was place in ROTC and a work program provided by the school life skills class. I started receiving emails that Cameron was marked absent from 6th period class Chief Battle. I talked and emailed several staff at Marshall regarding this issue because, I knew Cameron Thomas was in school those days. I stated to his teacher, “if this is going to cause and problem with his attendance please remove Cameron from the work program”. Only to be told that they were working on it. The emails stopped coming and I thought the situation was taken care of.
On 05/09/16, Mrs. Zorate dropped Angel off at school at 6:40am and school doesn’t open until 7:30am. The reporter stated after having the child try several locked doors and going through several locked gates, Mrs. Zorate sent the child to check a front door of the school and when the child returned to let her know it was locked as well, her mother had driven off. According to the reporter, a school aid happened to be at the school at the time and found the child upset and crying. The reporter stated when the school aid walked back around to the side of the building where the child was dropped off, the mother was gone. It is the school’s policy for every visitor to register. The student’s mother continued directly to her classroom and removed the student along with her belongings. As the mother proceeded to exit the front door of the building, an administrator approached her. She informed the administrator that she had been granted legal custody of the student. She also informed the administrator that she and the student were on their way to the Amtrak Train Station to travel to Boston where they would be residing with relatives.
On Wednesday, 9/23/15, at approximately 1940hrs, Communication Officer Lindbloom, advised me of a fight that had happened between two (2) juveniles. Communication Officer Lindbloom, advised me to respond to 309 Hyatt Street. I arrived at 309 Hyatt Street and made contact with the grandma of the victim and she advised me to meet her daughter Felicia Allen, and granddaughter Olivia Allen at Joyce Park.
PER REPORTER: Zezlyn's merconium came back positive for marijuana. Reporter has not seen the child. Mom use to live in San Antonio. She left the apartment complex. A friend named Brittany that lived with the family said she has concerns that Pedro may be using heroin. It was reported that mom and Pedro both are using heroin. Brittany stated the lights were turned off. Per reporter, the lights were off and the reporter verified this information. Reporter stated the family moved in with a cousin named Jessica. They have been living in Mississippi for 3 weeks. Mom has had 5 children removed from her care. She has had 3 of the 5 children removed from her care due to exposure to marijuana at birth. On 08/11/2016 at approximately 8:00 PM, this Investigator conducted an interview with Angelli Varela (DOB: 01-30-10) in her home located at 7128 W PALM LN Peoria, AZ. This Investigator asked Angelli who lives in the home with her. Angelli stated that her mother and father live in the home. However, when clarified, Angelli stated that her mother and father do not sleep in the home, but sleep in her aunt's home and her aunt sleeps in her parent's home. Angelli stated that she sees her mother on a regular basis but only sees her father during visits. This Investigator asked if her father comes by outside of the visits and she stated "no." When this Investigator asked Angelli about her siblings, she stated that her baby sister is in the hospital.

EREPORT # 19446 stated the following: Ongoing pattern of neglect for children and suspected drug abuse for mother. Payton is in Kindergarten at East Webster Elementary School and is eligible for services under Special Education, however, mother will not come to the school (3 doors down) to complete paperwork to begin services. School has documentation of each correspondence and even notation of verbal agreement to come. Payton is not being served because of mother's neglect. I found out about the situation before the school personnel asked for assistance. For the last 4 years there has been concern for the children and instances of abuse and reports made. CM received a call from Boris Saharig (Mentor - Guazabara Insights Inc.) regarding a follow-up on Leandro (youth). Boris informed CM that he is scheduling an meeting with Leandro (youth) school tomorrow to address the youth suspension. CM was informed that the school did not tell Ms. Pacheco that Leandro was suspensed, the Police Office inform the family that Leandro was suspensed. Boris will keep CM updated regarding this matter.
The first time I called Yarizel's mom was on August 22nd, no answered, the second time was on August 27, no answer, and the third time was on August 30th. I explained to her the reason of the call, she said that she will call me back with an answer, however, she never called me back, then I called her back, On Sep 10 she told me that she needed it to talk with Yarizels teacher. On September 21 Mrs. Dietshe told me that Yarizel's mom agreed to enroll her daughter back into the program. Mrs. Dietshe is working on obtaining all the necessary documentation for Yarizel.
On Monday, April 23, 2018, I received a phone call from Mrs. Patricia West, STC about a possible testing violation. She informed me that Dr. Detrice Kaho reported to her that she witnessed Mrs. Latorrya Buie take out her cell phone and snap a picture. Mrs. West had all of the involved parties to write a statement on what took place. The alleged incident occurred on Thursday, April 19, 2018, during the administration of the Grade 3 MAAP ELA Writing assessment. The group tested were students with accommodations. The individuals assigned to administer the assessment were Mrs. Latorrya Buie, test administrator, Dr. Detrice Kaho, proctor, and Mrs. Betty Minor proctor. It was documented that neither of the proctors reported the incident the day it
