Homelessness is an issue in American society today that affects anywhere from 800,000 to 3.5 million people. There are a substantial amount of people that are without shelter, food, or employment, and there are numerous other people affected by poverty and homelessness. People living in nearly every city in the United States are affected by homelessness due to the large amounts of homeless individuals living on the streets and begging for money, food, and other necessities. The issue of homelessness has been a constant problem since the conquering of the New World, and soup kitchens and homeless shelters have not been able to fully end homelessness. Especially today, with a lack of affordable housing and high unemployment rates, homelessness is prevalent.

This research project studied the broad subject of homelessness from a distinctive perspective. Homeless individuals have different needs, and different human services organizations offer many homeless service programs to individuals, from temporary shelter to transitional housing, and training and health programs among others. Nonetheless, the most important service needed for homeless individuals should be the one that leads to permanent housing solutions. However, findings from this research study suggested that not all homeless service programs are as effective in alleviating homelessness in the community, as most have been led to believe in the past. Therefore, the required question had to be, how effective are homeless service programs in alleviating homelessness in the City of Springfield MA? Finding an answer to that question was the primary reason for this research. In the United States the homeless population continues to grow rapidly. Homelessness has been a public health issue for many decades. Often times these individuals feel as though society has turned a blind eye to them. This at risk population is seen by society as lazy or chose to live a life on the streets, but if one would examine this population closely would see that there is more to this at risk population than what society has labeled them as. The forces, which affect homelessness, are multifaceted. Social forces such as family breakdown, addictions, and mental illnesses are in combined with structural forces such as lack of low-cost housing, insufficient health services, and poor economic conditions. Homelessness is defined as the situation of an individual or family without stable, permanent, appropriate housing, or the immediate prospect, means, and ability of acquiring it. It is the result of systemic or societal barriers, a lack of affordable and appropriate housing, the individual/household’s financial, mental, cognitive, behavioral or physical challenges, and/or racism and discrimination. Most people do not choose to be homeless, and the experience is generally negative, unpleasant, stressful and distressing6. Homelessness is a problem that affects every Canadian town or city, and is one that is dealt with using a variety of different methods.

The most recent survey of homeless individuals conducted January 29, 2014 revealed 958 homeless adults with no dependants, 70 of which were completely unsheltered, and an additional 130 homeless adults who also had dependent children with them. 208 of these homeless adults are chronically homeless (HUD’s 2014 Continuum of Care Homeless Assistance Programs, Populations, and Subpopulations, 2014).Wayside Christian Mission reaches approximately 7,000 homeless individuals annually (Wayside Christian Mission, 2007). In the Journal of General Internal Medicine, a majority of homeless individuals surveyed stated that they felt discriminated against or that they received lesser care because of their poverty or homelessness (Wen, Hudak, & Hwang, 2007). Homeless and impoverished individuals suffer from high rates of depression, psychiatric illness, alcohol and or substance abuse, HIV/AIDS, TB, Trauma, preterm birth, COPD, low birth weight, musculoskeletal problems, decreased access to care, foot problems, malnutrition, and high Emergency Room utilization (Stanhope & Lancaster, 2014). Not only do homeless persons have a high rate of illness, but they are also less able to appropriately treat health problems. Homelessness in the United States can be ended, not just maintained. Allot of cities now have plans to eradicate homelessness. Homelessness and housing instability are large issues that afflict a diverse demographic such as: Families, youth, veterans, and chronically homeless single male adults. Ending homelessness may require specialized solutions that are specific to individual needs. Factors like these make defeating homelessness a difficult task. Although solutions exist for some of the demographics, such as housing for chronically homeless adults, scaling up best practices remains a challenge. For other subpopulations, such as transitional aged youth, evidence-based interventions need to be developed. In this paper we argue that ending homelessness is a Grand Challenge that is big, important, and compelling—one that the profession of social work should be adopt. Meeting this challenge will require a focused, organized response from social work researchers, clinicians, and policymakers. We will explore the overall statistics in the United States but will have a focus on the city of Philadelphia. The homeless population is large and its evident there is an issue with housing and mental illnesses. While there are programs to assist, the homeless population outnumbers the resources available here in Philadelphia. This paper will explore the different types of people impacted such as families, youth, veterans and the elderly. This paper will explain and acknowledge that Philadelphia doesn’t provide enough support to assist the homeless. This paper will focus on the resources and support of local services and but also bring attention to the lack thereof.

One of the causes of homelessness in Baltimore City is lack of affordable housing, this includes subsidized housing from the state. Lack of affordable housing in Baltimore City is due to an increase luxury housing and Baltimore’s decrease desire for rental housing (Mayor’s Office of Human Services, 2013). Available housing is not proportional to the wages of people living in Baltimore City. Nearly half of renters in Baltimore spend 35% of their income or more on their rent. The waiting list for Baltimore City opened in 2014 and 74,000 households applied for 25,000 available slots for up to six years to own a voucher (“Homelessness in Baltimore,” 2017). For the extremely poor population there are only 42 available homes for over 100 people who identify with the population (Public Justice Center, 2015). Therefore, Baltimore needs to make affordable housing for their population or there should be an increase in jobs and wages. However, the private sector is not interested in developing houses for the low-income population because it is not profitable compared to selling a building to a company to make luxury housing (Richman, 2015).

Homelessness in Seattle has proven to be a tremendous issue. Fighting for years, Seattle has not been able to make any significant improvements when it comes to homelessness. Although eliminating homelessness may seem to have a simple solution, more housing, the causes of homelessness determine how difficult eliminating it will be. Seattle’s homelessness stems from many complex issues that can be traced back many years. One of the most significant causes of homelessness in Seattle is cuts in funding towards low-income housing combined with raised rent prices in both previously affordable housing and housing geared towards the affluent.

People drive or walk past a homeless person almost every day without thinking twice about the plight of that person or they may even unconsciously turn their heads the other way in disgust. Homelessness simply put, means without a home - therefore homelessness is an equal opportunity state that can happen to anyone. Even though we have seen some economic prosperity over the years, statistics show that the number of homeless remains very high. With this in mind, communities need to come together at the state, city, and individual level to come up with solutions to mitigate the spreading of this problem.

In maryland a big problem that we have is the amount of people who are homeless. There are about 50 thousand homeless people in maryland and the number keeps growing. People who are homeless have to stay out in the cold in winter and face many dangers. It may be hard for them to get jobs which means things like food and clothes are extremely important for them but hard to get. There are many ways that we can help them and get them back on there feet and i think that it is extremely important we do. Simple things like donating money or even old clothes can have a huge impact of the lives of the homeless. By doing this we are setting the right example and changing our communities for the better.

DC’s Mayor Muriel Bowser is very committed to “ending long-term homelessness in the District of Columbia”. The mayor and her team believe that the administration’s plan for homelessness is ambitious but achievable. The plan aims at cultivating partnerships with non-profit providers, advocates, persons experiencing homelessness, business partners, and the philanthropic community to develop ways and methods to manage and resolve homelessness in the nation’s capital. Another key actor that is involved in resolving DC’s homelessness is the District of Columbia Interagency Council on Homelessness (DCICH). The DCICH is a group of cabinet level leaders, providers of homeless services, advocates, homeless and formerly homeless leaders that come together to inform and guide the District’s strategies and policies for meeting the needs of individuals and families who are homeless or at imminent risk of becoming homeless. The DCICH main mission is to “to end long-term homelessness in the District of Columbia by 2020”.
