Pearl Harbor was an attack that came out of nowhere. The first cause of Pearl Harbor is why did Japan bomb the United States. The second cause is why Americans did not think Japan could bomb the United States. Pearl Harbor, Hawaii is in the middle of the Pacific Ocean about 2,000 miles from the United States.
