Chronic Homelessness In The United States

1. PROBLEM IDENTIFICATION
There are approximately 564,708 homeless people in the United States, and that number not only includes individuals, but families and children. In fact, 36% of that number were homeless in families, with almost 25% being children under the age of 18, according to the 2015 Annual Homeless Assessment Report to Congress. Note that these numbers are a one night snapshot, and in the course of a year many more people will experience homelessness. These numbers are quite astounding to me, because we live in a nation full of opportunities for anyone seeking to have a better life for their family. The perception most people in America have of homelessness is that of the chronically homeless, though that condition is relatively rare. To the contrary, the duration of most people’s homelessness is only a few days, and half the people who turn to a homeless shelter will leave within 30 days and never return. “While they make up a small share of the homeless population, they are disproportionately costly to society: They consume nearly 60 percent of the resources spent on emergency and transitional shelter for adults, and they occupy hospitals and jails at high rates.” (Culhane, 2010) Additionally, this small population is very visible and thus creates the perception that most homeless are mentally unstable.

3. SOLUTIONS TO HOMELESSNESS
Are there any feasible solutions? There are always solutions, but no silver bullet that will magically erase the problem. The following alternatives are considered and discussed in this section for their ability to impact the homelessness problem in America. Please note that no initiative should expect to completely eradicate the problem, but rather should seek to have support systems in place to assist displaced persons as soon as possible, and to shorten the duration of displacement as much as possible.
 Housing First – provide immediate temporary housing first to give stability prior to addressing other concerns
