Disasters are human made or natural and occur sudden and unexpected. As disasters cannot be prevented, government has to be prepared for any emergency situation. According to Stanhope and Lancaster (2014), there are four stages in the disaster management: Prevention, Preparedness, Response and Recovery. According to Stanhope and Lancaster (2014, p 250), public health professionals study disaster effects on populations while American Red Cross work with local and other communities in preparedness, response and recovery phase of disaster.

FEMA’s mission is to support all citizens and first responders to that as a country we cooperate to fabricate manage and enhance our capacity to plan for, secure against, react to, recuperate from and alleviate all acts of terror or hazards (FEMA, 2016).
President Jimmy Carter signed the FEMA order to protect and serve American people (FEMA, 2016). Even though, every disaster has its own plan and consequences, FEMA does it well to support and protect American people. From 1803, first fire disaster in New Hampshire, FEMA provides assistance for hurricanes, earthquakes, floods and other natural and manmade disasters. FEMA works with many agencies for disaster management. Once a federal emergency has been declared, the National Response Framework (NRF) take effect to assist specific needs from disaster with focuses on response and short-term recovery (Stanhope & Lancaster 2014, p 256). National Incident Management System (NIMS) provides a proactive approach to guide all departments to reduce loss of life and property and harm to environment (Stanhope & Lancaster 2014, p 256). Since 2003, FEMA became part of U.S. Department of Homeland Security (DHS) and by 2007 FEMA responded to more than 2700 presidentially declared disasters to help communities
