I chose to briefly speak about Compstat, what it is, how it works, and the benefits policing gets from it. Compstat is an another word for "Computer Statistics" or in other locations they know it as "Compare Statistics". This program is actually a NYPD program that all around the world it has been imitated, but they all have different classifications. Crime measurement and statistics for police departments are very important when it comes to money allotment, staffing needs or termination and it is also used to determine the effectiveness of new laws and programs. There are three tools used to measure major crime in the United States: Uniform Crime Reports, National Crime Victimization Survey and the National Incident Based Reporting System- which is currently being tested to replace the Uniform Crime Reports. Law enforcement agencies use three different sources to collect crime statistics. They use official statistics, victimizations surveys, and self-report surveys as their main sources of collecting data. The University of Texas at Arlington and the University of Texas at Austin both have pretty similar crime statistics.
Policing today consists of three eras. These three eras have adapted and built off one another through history (Parr, 2014). The first era started around 1840 to 1930, and is known as the Political Era. The second Era is known as the Reform Era and lasted from 1930 to 1970. The last era is called the Community-Problem Solving Era and is still being adapted and used today. The Political Era emphasizes on meeting the needs of politicians. The police were given power through the local government and the community had very little say in what happened. The police and politicians worked together to control the city and neighborhoods (Palmiotto, 2000). This was often referred to as a ward. The ward politician controlled all the police in their neighborhood. The police officers tasks included not only crime prevention and order but a lot of social service activities that involved their neighborhoods. The officers resembled the ethnic backgrounds of the neighborhoods they lived and worked in and performed their patrols gaining trust from their community (Palmiotto, 2000). This allowed positive integration of police officers leading to more public service, and the trust of the officers to stop crime when is starts.
Here are the four core strategies that the policing agencies try to stand by to effectively use CompStat.
The primary policing system that was used in Balko’s (2014) reading was that the patrols had the power to arrest, search, and detain African American known as salves during that time (Balko 28). The criminal justice has viewed people of color as a threat and that has been a racial myth carried over for many years. Being that people of color have experienced racial biases from the criminal justice system is just a safety issue for them. Eric Garner was a victim of a racial myth targeted as Black man that was believed to be committing a crime and as a threat because he was not agreeing to what they believed he was doing. Policing is the duty of the police force to keep law and order in check in an certain area. Though sometimes this very definition is violated in America, and rarely any action is taken against it. That will change as we come to examine how criminals are turned into victims.

The purpose of the NYPD is to improve the “quality of life” in New York City. It is done by fighting crime through the prevention of criminals in the city. But if the action of NYPD is being effective or not is only possible to understand through the Compstat since it is a performance measurement which is the computerized statistics. It also provides methods to acquire solutions when the crime goes higher and lets NYPD know what approach is working in the best of the New Yorkers. I imagine the small town Rixton of 16,000 citizens experience with law enforcement is probably inconvenience and inconsistent. For example, one month the citizen might experience an officer being friendly and respectful versus the next month the citizen feels as though they been victimized or violated. Conversely, I think most police departments experience the inconsistency in their police department because a few percentages officers have their own way of policing. However, in the town of Rixton, a population of 16,000, that inconsistency may seem greater because 6 out of 36 officers are doing their own thing, which makes the percentage 17%, close to 20%. The COMPSTAT ( Compare-Statistics) system was developed by the New York Police Department in 1994 and is credited with having a significant impact on the reduction of major crimes in New York city. COMPSTAT is internationally recognized as having become an extremely successful tool, incorporating accurate crime intelligence analysis methods and streamlining law enforcement management processes, including the seeding of power to local district commanders. In broad strokes, COMPSTAT can be described as a series of process used for the collection and analysis of criminal intelligence data which in turn assists commanders in developing effective strategies and tactics to combat crime.

Everyone knows that Law Enforcement is a system of members who are in a society that act in an organized matter in order to enforce the law. Some of these strengths are being able to predict where and when crimes will be committed, and as a result of this it allows police department to allocate the proper resources to deal with the crime. This is very important because it saves time and money on these resources, and allows for more effective policing. These strengths help the police departments in other ways as well. Police departments have to operate inside of a budget, and this has an effect on manpower, operations, and resources. CompStat will help them with their bottom line
In preparation for my debate on the topics of intelligence-led policing and Compstat policing, I have discovered the many advantages and disadvantages of using intelligence-led policing and Compstat policing. According to Carter & Carter (2009), intelligence-led policing is the collection of and analysis of data relating to crime, used by law enforcement in “developing tactical responses to threats and/or strategic planning related to emerging changing threats” (p. 317). When applied correctly, intelligence-led policing is a tool used for information sharing in identifying threats and developing responses to prevent those threats from reaching fruition (Carter, 2011). One of the advantages of using intelligence-led policing is its incorporation of data analysts. The role of the data analyst in the context of intelligence-led policing allows them to take specially trained analysts to take raw data from information found in reports and translate it into useful information for the officers, allowing the police to deploy resources more effectively and efficiently (Griffiths, 2016). Another advantage is its application through preventative and predictive policing (proactive policing), in which law enforcement take data and identify crucial variables such as terrorism or the emergence of criminal organizations, in hopes of stopping the problem at its roots (Carter, 2011).
