IRTC spoke with Detective Kenefick who reported that this case was transferred to him because of his recent involvement with this matter. Detective Kenefick conveyed that he initially received this case in February of 2017 with concerns pertaining to two separate children that the alleged subject reportedly sexually abused. Detective Kenefick voiced a few weeks ago, similar concerns were received with concerns pertaining to sexual abuse regarding the subject child against the alleged subject. When a child is suspected of being abused, neglected or placed at imminent risk of serious harm by a member of the staff of a private or public school or an institution that cares for the child, the person in charge of the school or facility must notify the child’s parent or other person responsible for the child’s care that a report has been made. The state’s department of child abuse responsibility is to notify the head of a facility, school or establishment that a report has been made.
Lucius Isaiah Gibson IV, age 16, was arrested Tuesday, July 12, 2016, on the allegation that he committed sexual assault on a 3 year old girl at the home day care center known as “Jacque's Teddy Bear Child Care,” ran by his mother (Alani, 2016). The home day care facility is located at 1538 Amaryllis Court in the Thousand Oaks East Subdivision (Alani, 2016). 3:20pm- IRTC spoke with assigned CPS, Oneeka Peters, who reported that the subject child was interviewed at the Brooklyn CAS on 3/21/17 and there was substantial disclosure of possible sex abuse. CPS expressed that Detective Ruby was present and he reported that he does not think the alleged subject is the foster parent’s ex-husband, but there was a brother (foster parent’s relative) who frequented the home during the timeframe the child was referring to. CPS expressed that the subject child stated that the alleged subject was the foster parent’s husband, but there were questions as to who she was actually identifying. On January 5th, 2017, the Muskogee Police Department began an investigation into the possession and distribution of child pornography, by the suspect, Zackery Perry (“Perry”)(MPD Case #2017-557). Through the investigation and the analysis of electronic evidence that Perry possessed and was collected during a search warrant of his residence, a local juvenile victim was identified as Brooklyn Skelton (“Brooklyn”)(age 7).
REPORTER: The reporter/ FPS (Stephen) called to report physical abuse for the victim, Vantonio. According to the reporter, around 1: am this morning (01/26/2016), it was reported by the D’Iberville Police Department (Sergeant Crawford) that the victim was in a physical altercation (no details given) with an older adult. 3:40pm- IRTC spoke with CPS, Shanika Brown, who reported that this case is no longer assigned to Detective Henry, because Detective Flex actually received this investigation yesterday (8/7/17). CPS voiced that this case might have been submitted to NYPD as a LER, but it is unknown if NYCACS was alerted of that investigation. CPS uttered that she spoke with Detective Felix who reported that she already spoke with the subject child yesterday who confirmed the narrative and identified the perpetrator. CPS voiced that the incident occurred at the listed address; the perpetrator was working at the facility and the subject child was volunteering. CPS stated that both parties met, began conversing, which ultimately led to them engaging in sexual intercourse
