Walking around the neighborhood might work for small dogs, but it is not as suitable for larger dogs. Larger dogs tend to have more energy to burn out than smaller dogs. If they don't have enough space to run around at home, then just walking a couple blocks is not going to make that much of a difference if tied to a leash still restricted to burn out their energy.

If they had a park then no one would have to worry about the dangers of someone being bitten. If dogs are always house bond it can cause bad behavior.
