Irma, Our textbook provided us with the many functions of The Department of Health and Human Services (DHHS) and described it as “the main source of regulations affecting the health care industry” (Pozgar, 2016, p. 183). I honestly didn’t know its full functionality until I read the chapter. Not only does it deliver a wide variety of health and human services, it also “conducts life-saving research for the nation, protecting and serving all Americans” (HHS.gov, 2017). In researching the DHHS, the one agency that I found intriguing that is under their umbrella is the administration for children and families. The Administration for Children and Families (ACF) “promotes the economic and social well-being of children, families, individuals
The Department of Human Service (DHS) is a national or sub national umbrella agency that was set into place to provide public assistance in different cities and regions across America (U.S. Department of Human Services, [DHS], 2011). According to Dr. Raquel Hatter, Commissioner of Tennessee, the DHS Mission Statement is; “To improve the well-being of Tennesseans who are economically disadvantaged, vulnerable or living with disabilities through a network of financial, employment, protective and rehabilitative services” (DHS, 2011). In this observation we are going to take a look at DHS in the state of Tennessee, as well as what DHS offers within their system. Thank you for reaching out to Dallas County Health and Human Services(DCHHS). In response to your inquiry, DCHHS is unaware of an increased incidence of Tuberculosis among Square Cottage residents. In the event as such, DCHHS would not disclose a specific location due to medical confidentiality and personal privacy reasons. Overall, DCHHS has shown that the number of annual TB cases have decreased by 37% from 1993 to 2015 in Dallas County. In regards to homelessness specifically, I can confirm the proportion of TB cases occurring in persons experiencing homelessness has increased since 2014. The Florida Department of Health (DOH) and Florida Department of Children and Families (DCF) are respected and indispensable agencies that benefit and service the people of Florida. In 1996, the Florida Legislature divided the former Department of Health and Rehabilitative Services (HRS) into two separate state agencies: DOH and the DCF. Their similarities begin with their mission and values. In essence, these agencies were created to protect and promote healthy families, both physically and economically, through county and community efforts across the state.

The State of Tennessee Department of Human Services operates as a monopoly. No other agency provide the services the department provided for its clients. If clients desire Food Stamps and Families First they must apply for those services through Human Services. Like most government agencies the Department of Human Services structure is bureaucratic. The vertical structure is full of policies and procedures. When there is an issue that needs clarification there are manuals and bulletins to examine for a solution. Decisions are centralized to upper management positions. Lower level employees are not able to make decisions regarding the department without consent. Request must be sent up the chain of command before final decisions, such as procedures
The Centers for Medicare and Medicaid Services is the government body in charge of managing Medicare and Medicaid programs. ACA created major change in CMS's implementation responsibilities.
This was the first federal agency to work only to improve the lives of children and families. Since its establishment, the Children’s Bureau has tackled many social welfare issues. Focusing primarily on children and families, the Children’s Bureau deals with a variety of issues including, “Infant and maternal death, child labor, family economic security, and foster care” (Children’s Bureau, 2017). The children’s Bureau is fundamental in many child welfare laws. For example, they helped instigate the special juvenile delinquency project in the 1950s and in 1963 they helped the Senate enact child abuse report laws. Because of their intertwined work with children, they have managed to shape a lot of social welfare programs.

American people are so lucky to live in a country that cares about their well- begin. There is numerous amount of countries that don’t have social services like the continents of North America. I agree with you one hundred percent countries like Nigeria don’t really care about the welfare of their citizens. We have a lot of people who are taking the help of their country for granted. They feel like the help is going to always be their simply because they have children. Food stamps is a great program simply because women, men and children can eat a meal every day. They don’t have to worry about starving because they don’t have any food.
