The State of Tennessee Department of Human Services operates as a monopoly. No other agency provide the services the department provided for its clients. If clients desire Food Stamps and Families First they must apply for those services through Human Services. Like most government agencies the Department of Human Services structure is bureaucratic. The vertical structure is full of policies and procedures. When there is an issue that needs clarification there are manuals and bulletins to examine for a solution. Decisions are centralized to upper management positions. Lower level employees are not able to make decisions regarding the department without consent. Request must be sent up the chain of command before final decisions, such as procedures
South Metro Human Services is a community center is a non profit organization in Saint Paul Minnesota that has been established since 1987 but was founded a year earlier. (South Metro Human Services, 2015). This agency assists with treatment centers, job readiness, mental health counseling for children and adults, DBT(Dialectical Behavioral Therapy), CADI waiver program for adults and children. All these services assist the individuals that come to this community center with the tools to be effective in their community as well in their personal lives.
In the United States, the convergence of rising healthcare costs and the pursuit of value-based healthcare are driving the growth of consumer engagement in healthcare. Insurance premiums for workers and employers have been steadily rising for years. Overall, the Kaiser Family Foundation estimates a 58% increase in total premiums over the last ten years. Our agency assists low income seniors living on fixed incomes with mental health services. Our services include screenings for depression, dementia, and early onset of Alzheimer’s. We also provide mental health counseling services for grieving widows and work towards reconnecting individuals with support services in the community.
The Department of Human Services, ESWC is a sub-recipient of the Colorado Department of Labor and Employment (CDLE). The Mississippi department of Human Services (MDHS) administers federal and state programs serving children and adults in Mississippi. MDHS began in 1935 during the last days of Governor Mike Conner’s administration and the beginning of Governor Hugh White’s when a solution was needed to financially assist qualifying Mississippi residents. This resulted in the legislature passing the “Emergency Relief Act” creating the State Department of Emergency Relief. Five months later, the Emergency relief act was abolished and the legislature passed the “Mississippi Old Age Security Act” forming the State Department of Public Welfare. Berman (2006) contends that strategic planning “is a process that helps organizations and communities to align their priorities and missions” (p. 64). Through strategic planning, “organizations develop new goals and strategies, update their missions, and create shared commitment among leaders, employees, and others regarding present and future endeavors” (p. 64). Before the merger of the Michigan Department of Community Health and the Michigan Department of Human Services took place, I am certain there was strategic planning. Using Berman’s (2006) four phases of strategic planning (p. 67), the following is a hypothetical strategic plan for MDHHS prior to its merger.
There are many governmental agencies within the healthcare system. One of most interesting and heart-wrenching agencies is a local governmental agency called Terrell State Mental Hospital. This agency is well known in the state of Texas for its carefree healthcare. They have a longstanding relationship with the families of its patients and are a major contributor to the city of Terrell’s financial windfall. They produce over ten million a year for the city of Terrell, which allows this city to take care of its mental inpatients and make sure they have the best treatment possible.
The overall efficiency of the hiring process at the Department of Veterans Affairs is inefficient in that it is confusing to candidates and takes an unreasonable period of time to complete the hiring process from start to finish. One recommended change would be to have one open position listed for the category of employee that is needed. For instance, since most units often have the same positions open. A Registered Nurse position could be listed on the USA jobs website for applications. The supervisors could interview the candidates together one time and decide amongst themselves which candidates may be the best fit for their individual units. Interviewing candidates together would greatly reduce the wasted time spent by supervisors interviewing

According to Dr. Raquel Hatter, Commissioner of Tennessee, the DHS Mission Statement is; “To improve the well-being of Tennesseans who are economically disadvantaged, vulnerable or living with disabilities through a network of financial, employment, protective and rehabilitative services” (DHS, 2011). In this observation we are going to take a look at DHS in the state of Tennessee, as well as what DHS offers within their system. In a situation such as this, if I were the director of a community-based human services organization that includes sites in several towns and we were facing this crisis I would first schedule a meeting with the head of the state-funding agency. In this meeting I would point out the significance of the 30% reduction. The 30% reduction means that one out of the seven communities we serve will not have the aid they are used to receiving. The 30% reduction means that the services of some dedicated workers from one of those seven communities will be without employment due to the reduction. Most importantly, the 30% reduction means that our commitment to the communities we serve will have to be reduced and that’s the sacrifices that we are trying
Department of Human Services (DHS) is a human service organization meant to help individuals and families with temporary services in their time of need. The mission statement is: “Improving the quality of life in Michigan by providing services to vulnerable children and adults that will strengthen the community and enable families and individuals to move toward independence.” (Michigan.gov) DHS provides an array of services to individuals and families, these include: food assistance, cash assistance, health care assistance, children services, adult services, and many more.
A human service organization that is interesting to me is the Department of Corrections. I chose this group because it relates closely with my major which is criminal justice. In this profession, there are various positions that can provide opportunities to work with those who struggle to obey the law. Some of these positions include admin specialists, program assistants, records analyst, correctional officers, program coordinators, wardens, chaplains, and many more. Here in Maryland, we have the Department of Public Safety and Correctional Services. DPSCS is one of the largest agencies in Maryland

There are several challenges that I think my population of interest would face using this agency. For one, I think that most people will not take advantage of the services provided by the Forrest County Health Department. It could be for a number of reasons such as not having insurance, afraid of major health issues or what the doctor is going to say, or they may think that they are perfectly healthy. Another challenge that I think my population would face would be the fact they may have to take a variety of uncomfortable tests and examinations and also the fear of discussing personal or intimate information with a doctor. Last, but not least, I think that my population would face the challenge of anxiety, stress, shame or embarrassment due to this agency being within the community. Some people may not feel comfortable with going to a community health department because so many people from the community are going there and they may feel concerned about people knowing their personal business.
