Limited government is regulated by a constitution and a functioning legal system. This places restrictions on the nation’s leaders and limits their power. One of the characteristics of a limited government is that the leaders are chosen in free and fair elections. Because of the restrictions on a limited government, the citizens in these countries tend to have more rights and liberties.

While the Framers established enumerated powers to guard against an overall tyrannical government, they also created institutional mechanisms to prevent popular rule, faction rule, or branch domination. A republican form of government was established to inhibit a single faction or the majority from abusing power. Madison, in Federalist 10, says that a republican form of government “promises the cure for which we are seeking.” Representatives serve to both “guard against the cabals of a few” and “guard against the confusion of a multitude.” Madison recognizes that an “enlightened statesman will not always be at the helm” and thus there must be institutional protections. A Government, according to the Merriam Webster Dictionary is system used to make decisions for a country. Idealy a country’s inhabitants and decision makers would come to a general consensus and “happy compromise” regarding the national government’s limits and intended purpose. However, in World History there is long pattern of abuse of power, disagreement, a division between people. Politics doesn’t lend itself well to compromise. During the time period from 1765-1800 there were many differing, outspoken views on the role of government, and like many ideas they evolved throughout time.

A big group of people can commit tyranny, in this case the government. To stop this from ever happening, the founding fathers added federalism, separation of powers, and checks and balances to the constitution. One way that the constitution guarded against tyranny is Federalism. Federalism is the sharing of powers between the National government and the state governments. This means that both governments shared powers together, so there's no single ruler with absolute power.

A massive government can be limited to a certain extent. For example, USA is a limited constitutional government. The reason why is because decisions are followed up by states.
