A survey should be administered to all teachers whose students participate in the
English Language Learning program to elicit their level of satisfaction with the bilingual programs. The survey should contain questions regarding the amount of time students spend in the ELL classroom, whether or not the teachers feel their students’ needs are being met through these program, and whether or not they feel their students are adequately prepared when the time comes for students to exit the programs and fully transition back to the regular education classroom. The use of focus groups can hopefully take advantage of students’ comfort levels with familiar individuals by allowing students to voice their true feelings about the bilingual programs when surrounded by other students with whom they share a common bond. Gaining information about their transitioning concerns should help the policy consultant as they continue to develop programs and put plans into place to make the transition back to the regular education classroom as smooth as possible.(Garcia, 2009)

Information regarding our English Language Learners program should be shared with the school district’s Board of Education on an annual basis. In fact, the Board presidents should attend any professional development activities to educate themselves about English Language Learners that can help them to ask questions at monthly meetings in regards to how the programs and plans are going. Information regarding the year’s current English Language Learner enrollment and number of program participants should be shared along with a summary of the feedback from teachers, parents, and students. An analysis of students’ ACCESS, MAP, and ISAT scores can accompany further program
